OVERALL OBJECTIVE OF JOB
To serve as facilitator for the Board of County Commissioners; to implement County policies and procedures; to perform a variety of complex administrative duties to assist the County Commissioners in the management of the County, its progress and operations; to oversee the preparation and implementation of Election/Voter Registration tasks; and to develop an effective working relationship with the Row Officers, Department Administrators and Managers in an effort to carry out the vision of the Board of County Commissioners.
ESSENTIAL FUNCTIONS OF JOB
- Oversees the day-to-day operations of the County Commissioners' Office and develops and monitors the effective administrative execution of said office.
- Supervises and directs the clerical/administrative support within the Commissioners' offices.
- Supervises the Property Manager and oversees major maintenance projects that involve maintenance manpower.
- Prepares budgets for approval by the Commissioners; and processes the expenditures of County funds for the County Commissioners office and other assigned departments within their approved budget via the MUNIS System.
- Provides contract management and maintains file of all legal documents for the County of Venango.
- Authorized by County Commissioners to sign all documents relating to titles or registrations of county-owned vehicles and maintains file of same.
- Serves as Right-To-Know Officer.
- Serves as Section 504 Officer.
- Serves as Administrator for website registration programs.
- Administers the bidding process for the County, preparing, advertising and accepting all bids for projects that fall within the established threshold amount.
- Serves as the County's Loss Control Coordinator and serves on the Safety Committee and the Court Security Committee to ensure compliance with the policies of the Commissioners and the approved insurance programs.
- Administers the insurance program for the County; coordinates and prepares the annual renewals for insurance coverage; and processes claims for all property and casualty concerns, monitoring the status and payment of claims.
- Meets with staff on a regular basis to establish and implement the schedule of election-related tasks required to conduct the Primary and General Elections processes; serves as an election rover; sits on the canvassing return team; and oversees the timely submission of the required election and voter registration certification reports.
- Coordinates with and acts as liaison to elected County officials and inter- governmental agencies to encourage cooperation and collaboration in an effort to achieve goals that are mutually beneficial and administratively efficient.
- Develops and implements policies and procedures of the County Commissioners and ensures compliance with same.
- Prepares agendas and makes arrangements for hearings or meetings for the Commissioners.
- Assures that the County operates within applicable laws and regulations and is in compliance with the County Code.
- Serves on the Retirement Board.
- Attends public meetings held by Commissioners and Salary Board and provides input and documentation to assist in resolution and action taken.
- Serves on the Employee Relations Committee and takes an active role in planning and implementing programs and activities for employees.
- Composes letters, resolutions, proclamations, and other correspondence, as is required.
- Coordinates efforts regarding space utilization an storage.
Communicates with general public, news media and County Officials in regard to essential job duties.
SUPERVISION RECEIVED
Reports directly to the Board of Commissioners. Receives minimal instruction or supervision from Board of Commissioners in carrying out daily work duties.
SUPERVISION GIVEN
Directly supervises the Administrative Assistant, Voter Registrar and Property Manager through daily interaction, meetings and through observation of work completed.
QUALIFICATIONS
- EDUCATION/TRAINING
Bachelor's degree in Public Administration or related field is preferred.
- WORK EXPERIENCE
6-8 years' working experience in responsible administration position, preferably in county government or areas that include budgeting, personnel, supervision and program operations; or, any equivalent combination of acceptable training/experience.
- CLEARANCES
- Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs."
- Must successfully complete pre-employment drug screening.
