At Jacobs and as part of the Global Defense Solutions (GDS) Performing Unit, you wil be a part of a team with numerous contracts ranging from IT Services, Range Training and Support, with the goal of providing effective, safe and reliable Operational Excellence and support to the Government and other agencies and customers. This is your opportunity to help the warfighter and customer ensure they are prepared while protecting our country

As the FSO, manages all aspects of the National Industrial Security Program (NISP) and other security activities for two Cage Codes. The FSO coordinates with the Defense Counterintelligence Security Agency (DCSA) and other Department of Defense (DoD) agencies, as required.

  • Maintains the DISS and NISS databases by preparing and updating Key Management Personnel (KMP) Listing and all other facility documentation as required.

  • Conducts semi-annual security audits and prepares for DCSA audit reviews.

  • Maintains the SPP policies and procedures.

  • Responsible for interpreting policies and providing guidance and oversight for contractual requirements.

  • Develops and implements security plans and procedures to ensure compliance for DOD and Proprietary Customers.

  • Maintains contract DD254’s for DoD and SCI level contracts and prepares subcontract DD254s with COTR approval, as necessary.

  • Provides Industrial Security guidance to Human Resource Department, Senior Management and advises Corporate Security Officer as required.

  • Assists with Industrial security employment pre-screens and clearance validations.

  • Obtains and maintains PKI for JPAS access, maintains JPAS PSM Net and personnel security records.

  • Prepares visit requests and nomination letters. Responsible for all Administrative Inquiries.

  • Conducts investigations of security violations. Submits reports as required. Maintains the badge and access system.

  • Prepares weekly and monthly reports for clearance counts.

  • Maintains Insider Threat Program and submits monthly reports.

  • Develops and implements an Industrial security education program including initial security clearance briefings/debriefings, foreign travel briefings/debriefings and annual refresher and Insider Threat Program briefings.

  • Conducts New Hire Orientation security briefing when required.

  • Supports the Beyond Zero safety and health program.

  • Reports to the Director of Security.

Here’s What You’ll Need:

Minimum Qualifications:

  • BA or BS degree in the appropriate discipline from an accredited college or university, plus three (3) to five (5) years of appropriate and progressive experience; additional relevant education may be substituted for progressive experience. AA Degree from accredited college or university, plus three (10) or more years of appropriate and progressive experience.

  • Excellent management and customer relations

  • Excellent communication skills (oral and written)

  • Basic computer skills

  • Record Management experience

  • Decision making and reasoning skills

  • Must be self-sufficient

  • U.S. Citizenship required

  • Must have and maintain an Industrial Security Clearance to the TS Level

Desired Requirements:

  • FSO Certifications must be completed within 1 year; Insider Threat Training required;

  • JPAS experience and training

  • Electronic Personnel Security Questionnaire (e-QIP) training

Physical Requirements:

Most work will be done at a desk or computer.

Work Environment:

General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.

Equipment & Machines:

General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.

Attendance:

Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.

Must be able to interface with individuals at all levels of the organization both verbally and in writing. Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must work well under pressure to meet deadline requirements. Must be willing to travel as needed. Must take and pass a drug test and background check as well as a motor vehicle records check. Must be a US citizen.
