United States Fleet Forces Command TELECOMMUNICATIONS MANAGER in Fort Meade, Maryland

Summary You will serve as a TELECOMMUNICATIONS MANAGER in the INTERNAL DEPT of NAVY MARINE CORPS SPECTRUM CENTER. Responsibilities You will oversee and synchronize Electromagnetic Spectrum (EMS) resources. You will utilize extensive knowledge of concepts and methods in the fields of spectrum management, RF and antenna configuration, and radio frequency (RF) technologies. You will contribute extensively technically to a variety of fields pertaining to radio transmission, antennas, and propagation, as well as testing and behavior analysis to forecast system compatibility behaviors. You will serve as an alternate DON representative on the Military Communications-Electronics Board (MCEB) Frequency Panel (FP). You will gather comprehensive and precise data concerning the operational implementation and technical attributes of Navy electronic equipment advancements. You will assess the proposed equipment design's adherence to relevant military standards, International Radio Regulations, and Office of Telecommunications Policy criteria pertaining to electromagnetic interference (EMI) control. You will provide recommendations for conducting spectrum signature measurements and/or detailed interference studies on the proposed equipment development as needed; and monitor the progress of such efforts. You will assess the extent to which existing electromagnetic systems operating in the same operational environment are impacted by harmful radio interference (EMI). You will hold the managerial role of the International and Strategic Spectrum Management Division. You will execute, coordinate, and direct essential programs and policies. You will provide justification for adjustments to staffing levels, work priorities, and deadlines. You will conduct performance evaluations and formulates performance objectives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of telecommunications and technical background in relevant Electromagnetic Spectrum military policy papers, technical documents, and frequency channel plans. Mastery of radio frequency management across various levels-international, national, joint, Unified Command, and department. Experience applying knowledge of the fundamental principles and methodologies of Radio Frequency (RF) Technologies pertaining to electromagnetics, RF and antenna configuration, and spectrum management required to fulfill the role of senior technical expert for designated programs, ensuring that C-E projects receive adequate technical and project management support.
