U.S. Wealth Compliance acts as an independent regulatory compliance and conduct risk management and oversight function as described in the U.S. Compliance Operating Framework (COF) including:
Compliance-wide frameworks, guidelines and standards for testing, monitoring, risk assessment, reporting and other activities; Internal Audit, regulatory exam, and ongoing supervision management, finding tracking, and remediation oversight; Foster a culture of integrity, ethics and compliance across the organization to manage and mitigate regulatory compliance and conduct risks; Contribute to growth, innovation, and efficiency, within risk appetite, through expert objective guidance and independent challenge.
Key responsibilities include:
Develop, update, and enforce compliance policies and procedures relevant to operational and digital activities, including eSign.
Identify, assess, and mitigate compliance risks related to all digital and traditional platforms.
Collaborate with technology teams to evaluate and implement new platforms, ensuring compliance with regulatory requirements.
Provide guidance in the development of operational frameworks to ensure the business has implemented proper controls to ensure regulatory compliance.
Ensure compliance for the Digital Advisor platform, ensuring regulatory adherence and integration with core business functions.
Provide oversight and guidance on compliance requirements specific to Digital Advisor tools and systems.
Collaborate with product and operations teams to ensure platform aligns with regulatory frameworks and industry standards.
Monitor and assess the Digital Advisor's impact on client outcomes and operational compliance.
Monitor and assess vendor and third-party and compliance programs to ensure adherence to company policies and regulatory standards.
Conduct period reviews, testing, and risk assessments of third-party relationships.
Support remediation efforts for identified compliance gaps, such as 13F reporting and the oversight of Global Relay for communication oversight.
Ensure alignment with regulatory requirements and industry best practices.
Conduct monitoring and testing in the area specified as required.
Job Summary:
The Senior Manager, Compliance Business Oversight manages and leads a team of Compliance professionals and is responsible to develop and maintain all aspects of Compliance programs for TD businesses/functions and legal entities as assigned.
Depth & Scope:
Recognized as top level expert within the company and requires significant in-depth and/or breadth of expertise in a complex field and knowledge of broader related areas
Senior specialist providing advisory services to executives, business segment leaders and governs the requirements for own work
Integrates knowledge of the enterprise function’s or business segment’s overarching strategy in leading program design, policy formulation or operating standards within one or more areas of expertise
Anticipates emerging business trends and regulatory/risk issues as a basis for recommending large-scale product, technical, functional or operations improvements
Serves as a source of expert advice to senior management in field of specialty
Advises on execution strategy and leads the development and deployment of functional programs or initiatives within their own field or across multiple specialties
Solves unique and ambiguous problems with broad impact; typically oversees standards, controls and operating methods that have significant financial and operational impact within the context of their own field
Requires innovative thinking to develop new solutions
Impacts the technical or functional direction and resource allocation of part of an enterprise function or business segment
Works within general policies and industry guidelines
Engages stakeholders to take action; serves as a source of expert advice, influences change; frames information in a broader organizational context
Provides leadership guidance, makes recommendations and collaborates with business to facilitate that solutions meet the business needs on a complex project or program
Identifies and leads problem resolution for project/program complex requirements related issues at all levels
Education & Experience:
Undergraduate degree or equivalent work experience
10+ years of experience
Desired Qualifications:
Experience overseeing cross-functional processes, ensuring alignment with strategic objectives
Strong knowledge of regulatory frameworks, including SEC, FINRA, OCC and other relevant bodies
FINRA 7, 24 licenses required or ability to obtain within 90 days
Experience with compliance for digital platforms, technology solutions, and third-party relationships
Proficiency with tools like Global Relay and knowledge of 13F filing requirements preferred
Exceptional project management, analytical, and communication skills
Bachelor's degree in Business, Technology, Law or related field
5+ years of experience in compliance operational oversight, or technology compliance with financial service.
Customer Accountabilities:
Leads, coaches and manages a high performing team on delivery of Compliance programs
Determines and decides policy and/or action based on internal and external industry developments for Compliance Programs
Proactively reviews and advises the business of new and changed Compliance regulatory and/or policy changes
Contributes to the development and implementation of Compliance programs related to all aspects of Compliance laws
Works with executive team, senior business unit management/partners to develop proactive strategies, tactics, policies and programs to effectively manage regulatory compliance requirements
Ensures team collaboration with partners on business problems/issues and provides fact-based analytical advice that aligns to strategy and addresses business regulatory requirements and issues
Reviews and/or contributes on the development and presentation of analysis and insights back to executive leaders/business partners to drive strategic improvements and address regulatory requirements and issues
Engages with business partners and business leaders to determine and implement Compliance strategies and directs the compliance culture
Provides insight, guidance, and recommendation on Compliance subject matter, regulatory and industry issues and acts as a specialized resource to other departments based on subject matter expertise
Provides explanation and/or resolution for business/Compliance management based findings
Manages high risk initiatives and escalations; leads initiatives/guidance as appropriate
Manages day to day operations of the department and participates in enterprise wide projects
Advises on day-to-day Compliance matters affecting the business including, but not limited to, customer identification and due diligence, enhanced due diligence, training and compliance testing
Delivers relevant subject matter expertise and Compliance advice to business management
Maintains oversight (via review and approval) of all functions and accountabilities related to management reporting and analysis
Shareholder Accountabilities:
Actively assists in developing and overseeing implementation of business line policies and Compliance procedures, policies, and standards
Works closely with leaders to develop and operationalize the business plan and deliver on Compliance programs across the enterprise
Plans and executes on strategic activities, reviews and communicates results, and adjusts priorities accordingly
Proactively identifies key business opportunities, researches and recommends enhancements/modifications, develops strategies to achieve recommendations and works closely with team to execute and implement
Understands TDBG issues/parameters and guides others to protect the reputation and interest of TD by adhering to operating standards and processes related to Compliance
Coordinates and supports team and business Compliance related activities as necessary
Partners with the governance & assurance function to develop various training and awareness programs
Provides oversight on enterprise wide annual risk assessment process as required
Protects the interests of the organization – identifies and manages risks, and escalates non-standard, high risk transactions/activities as necessary
Keeps abreast of emerging issues, trends, and evolving regulatory requirements and assesses potential impacts
Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite
Oversees that employees are building and enhancing their knowledge and expertise; and employees assume responsibility in minimizing operational and regulatory risk by complying with Bank policy and Code of Conduct
