U.S. Army Acquisition Support Center Program Manager (Program Officer Acquisition) in Fort Detrick, Maryland

Summary About the Position: Announcement will be used to fill a Program Manager (Program Officer Acquisition), NH-0340-04, position with the Joint Project Lead for Enabling Biotechnologies (JPL CBRN EB) located at Ft. Detrick, MD. Selected applicant will report to the Product Lead for Advanced Technology Platforms. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. Responsibilities Coordinate and develop procedures relating to the program and financial management, acquisition strategy, and data/intellectual property rights as required by the project. Assist in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, and acquisition plans. Plan, conduct, and direct highly complex reviews and initiate reports which are provided to higher headquarters and other Department of Defense (DoD) commands with recommendations on the best courses of action for the portfolio. Work with APMs across the portfolio to identify and balance risks, select alternatives, and plan how to best accomplish the goals and objectives of the project within recognized guidelines. Review regulatory documentation for the acquisition project and recommend appropriate actions to obtain the approval. Project major milestones and events necessary for the strategic implementation of the acquisition portfolio. Briefs senior management at the DoD, Department of Army, and Program Executive Office Headquarters level on the status of the portfolio. Requirements Conditions of Employment Qualifications This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. This position is subject to a salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10). Specialized Experience: One year of specialized experience is defined as: 1) Serve as a liaison to organizational stakeholders and provide advice to organizational leaders on acquisition program milestone decisions; 2) Provide situational awareness briefings and status reports to senior leaders in order to identify program issues and program issue resolutions; 3) Provide support to junior acquisition professionals to include coaching, mentoring, and training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
