Serco UXOCOE C-EH Portfolio Manager - Fort Belvoir, VA in Fort Belvoir, Virginia

Position Description

Serco supports the Unexploded Explosive Ordinance Center of Excellence (UXOCOE) as a prime contractor. Their mission is to improve the effectiveness and economy of UXO clearance research, development, test, and evaluation throughout the five DoD mission areas by:

  • Providing wide access to the best technology investigations and potential solutions to requirements.

  • Providing an effective, fully coordinated, requirements driven RDTE program.

  • Identifying potential duplication and overlap of RDTE.

  • Leveraging technological capabilities of other government, industry, academia, and international communities.

You will be part of a focused team that works closely with the customer and coordinate with a wide range of military project managers, government agencies, and civilian organizations to support high level decision makers.

In this role, you will:

Serve as the C-EH Portfolio Manager to the Department of Defense (DoD) Unexploded Ordnance Center of Excellence (UXOCOE) in support of DODD5101.13E requirements. You will assist the Director of UXOCOE in managing the tactical C-EH portfolio and the Joint CEH Data Management System (JCEHDMS):

  • Coordinate with Governmental Departments, Services, other DoD Components, Industries, and Academia to gather validated requirements, detection, and neutralization technologies and/or programs for C-EH.

  • Coordinate C-EH information with representatives of the Joint Service EOD (JSEOD) Board, Joint Staff, Office of the Secretary of Defense, the Department of Homeland Security, other state and federal agencies and the law enforcement community.

  • Upload new technology and/or program pertaining to the C-EH Portfolio mission areas into the UXOCOE Joint Counter Explosive Hazards Data Management System (JCEHDMS) in both unclassified and classified domain.

  • Maintain all enclosures pertaining to the C-EH portfolio within the UXOCOE JCEHDMS in both unclassified and classified.

  • Manage all aspects of the day-to-day operation within the C-EH Portfolio.

  • Provide quarterly update to the Director on the status of the C-EH Portfolio.

  • Provide the Annual C-EH Portfolio Report that will be incorporated to the UXOCOE Annual Report to Congress.

  • Regularly advises the Director on policy issues concerning the requirements development of counter explosive hazards within the C-EH Portfolio.

  • Be the UXOCOE subject matter expert in the mission areas of the C-EH Portfolio.

Qualifications

To be successful in this role, you will have:

  • An active Secret clearance.

  • Bachelor's Degree

  • 6 years of experience in US military, DOD, or research and development positions relevant to:

  • Understanding of technologies primarily used to detect, clear, characterize, and/or neutralize within the C-EH Portfolio

  • Ability to select and define technologies/programs relevant to the C-EH Portfolio.

  • Able to evaluate the integrity and comparability of technology data.

  • Able to collect, summarize, and or interpret information relevant to high priority in C-EH issues and concerns.

  • Good knowledge in the DoD and Services structure.

  • Ability to travel up to 10% of the time within the National Capital Region (NCR); long distance travel at least once a quarter.

Additional desired experience and skills:

  • Working knowledge/understanding of C-EH Portfolio technologies and programs that are being funded and developed both within government and by private entities.

  • Working knowledge/understanding of the internal operations of the DoD’s C-EH and HME Research and Engineering communities.

  • Understand and/or be able to learn the DoD's requirements development and acquisition process.

  • Able to solicit input from governmental organizations.

  • Able to participate in groups to address issues related to C-EH Portfolio mission areas.

  • Communicates effectively in writing, orally, and other ways (e.g., email)

  • Working familiarity with DoD computer authorized applications.

  • Retired or former US military Combat Engineer or EOD officer.
