HQDA Field Operating Agencies and Staff Support Agencies Computer Scientist in Fort Belvoir, Virginia

Summary About the Position: Serve as a senior computer scientist for the Deployments and Enablers Analysis Division, Center for Army Analysis (DE-CAA), applying state-of-the-art Operations Research (OR) and Data Science techniques to Department of the Army (DA) problems in support of senior-level decision makers at Headquarters Department of the Army (HQDA), Major Commands (MACOM), and the Department of Defense (DoD). Responsibilities Determine the need for and processing requirements of advanced computer software techniques. Conduct studies using existing CAA models, applications, and other tools, and models obtained from sources outside the agency. Stay current on developments in both computer science and operations research. Maintain liaison through the technical community to exchange technical information and provide advice on problem solutions. Ensure that efforts are properly directed and assumes overall technical responsibility for the interpretation and presentation of findings and conclusions. Requirements Conditions of Employment Qualifications This position is developmental and may be filled at the GS-11, GS 12, or GS 13 level. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. Basic Requirement for Computer Scientist Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. To qualify for the GS-11: Specialized Experience: One year of specialized experience which includes: interpreting policies, and procedures to govern the planning and delivery of services throughout the agency; utilizing the C++ computer programing language, Visual Basic for Applications for Microsoft Access and Excel and Structured Query Languages; providing advice and make recommendations to management. This definition of specialized experience is typical of work performed at the second grade/level position in the Federal Services (GS-09). Or Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Computer Science of study. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify for the GS-12: Specialized Experience: One year of specialized experience which includes; utilizing the C++ computer programing language, Visual Basic for Applications for Microsoft Access and Excel, and Structured Query Languages; providing recommendations for new or improved software development policies, regulations, and directives; evaluating unusual circumstances to approach incomplete and conflicting data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Services (GS-11). To qualify for the GS-13: Specialized Experience: One year of specialized experience which includes; providing expert technical advice, guidance, and recommendations to leadership and other technical specialists on critical IT issues; utilizing the C++ computer programing language, Visual Basic for Applications for Microsoft Access, and Excel and Structured Query Languages; directing and coordinating all aspects of a project for study design, research, data analysis, presentation, and documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Services (GS-12).
