JOB OVERVIEW

MartinFederal has an opening for a Records Processing / Research Analyst to join our team of talented and diverse individuals. This role will directly support the Records Management and Declassification Agency (RMDA) in Fort Belvoir, VA. This person will work with the Privacy Office.

The Privacy Office is responsible for management oversight of the Army-wide implementation of the Privacy Act (PA) and Quality of Information (QIP) programs in accordance with 5 U.S.C. Sect. 552a, and Public Law 106-554. The Office implements the Office of Management and Budget (OMB), Department of Justice (DOJ) and Department of Defense (DoD) guidance regarding the PA and ensures the requirements of Executive Order (EO) 13392 (Improving Agency Disclosure of Information) and the Action Plan are fulfilled. This office is also responsible for allowing individuals to access and amend Privacy records, when appropriate, coordination and publishing of Privacy Act System of Records Notices, as well as handling receipt and reporting of personally identifiable information (PII) incidents. In addition, the PA Office reviews agency forms and regulations for Privacy Act compliance.

The Records Processing/Research Analyst is responsible for PII breaches, and SORN/PRA reviews. Must have an understanding of Government online business processes be familiar with FOIA request and have excellent writing and oral communication skills, as well as be able to work independently in a dynamic team environment.

ESSENTIAL FUNCTIONS

  • Monitors the Army Portfolio Management Solution (APMS) for systems assigned update status, to ensure current records dispositions support Army's business processes; provide correct disposition instructions for identified errors and update APMS.
  • Process FOIA requests, PII breaches, and SORN/PRA reviews through online applications.
  • Conduct Government business processes working with Government online applications.
  • Sometimes conduct research outside of the Government application to verify information that is in the system,
  • Send out Automated Information Systems (AIS) surveys that request information on a commands information system for certification.
  • Work with new team members to train in the use of ARMIS and other Army records management systems. Develop power point slides as needed to help new team members use the systems in accordance with current directives and system requirements.
  • Assess and analyze the returned surveys to ensure proper dispositioning of the system.
  • Manage the records management process for Army commands utilizing 3 complex systems, APMS, ARIMS, and RMD network system.
  • Monitors the Army Portfolio Management Solution (APMS) for systems assigned update status, to ensure current records dispositions support Army's business processes; provide correct disposition instructions for identified errors and update APMS.
  • Interpret and apply the Federal laws and Army record keeping requirements governed by regulation AR 25-400-2.
  • Use Army Records Information Management System (ARIMS) applications system to research unclassified records.
  • Create record schedules using the Electronic Records Application (ERA) after conferring with field agencies; continuously working with proponents on pending legal reviews prior to submission for approval/appraisal by National Archives and Records Administration (NARA)
  • Work with Records Experts and Information Systems Professionals from various army commands
  • Inform proponents on where information pertaining to their systems is located via the RMDA website
  • Coordinate with system Project Managers within the Army to analyze records and determine the operational use in order to schedule the content in accordance with the Presidential Memorandum - Managing Government Records M-19-21.
  • This position requires independent work 70% of the time.

QUALIFICATIONS

  • H.S. Diploma or GED.
  • Have 1 or more years' of relevant experience. Education can take the place of experience if the undergraduate degree is in healthcare, legal environment (particularly in the areas of Privacy and FOIA), or in information technology.
  • Must be Familiar with ARMY PRIVACY ACT, i.e. have worked with it before, review documents, forms and other correspondence to make sure it complies with the Army Privacy Act.
  • Must be familiar with SORN process and worked with them. Create and Review SORN for completeness and compliance with regulations.
  • Must be a U.S Citizen and able to at least maintain an "Interim Secret" clearance with a final Secret clearance being granted on completion of an investigation based on NACLC (National Agency Check/Local Records Check) that is in scope (10 years).
  • Must have good communications skills and work alone and with other team members when needed.
  • Experience in using Army systems for research such as ARIMS.
  • Have trained personnel in using complex government applications.
  • Demonstrate excellent writing skills and oral communication capabilities.
  • Demonstrate the ability to work independently in a team environment.

DESIRED QUALIFICATIONS

  • They may do FOIA but not as primary so it would be nice to have.
  • If they have trained others in PII would be nice to have.

PHYSICAL REQUIREMENTS and ENVIRONMENTAL CONDITIONS

  • Working at a computer or desk (considerations: sitting, eyes, hands);
  • May involve long periods of sitting;
  • Inside office environment.
