Job Description:

Under the supervision of the Director of Public Works, the Assistant Director of Public Works performs administrative and supervisory work involved with public works and other local government projects. The Assistant Director of Public Works exercises considerable independent judgment in decisions and assigns work details and supervises activities of subordinate personnel. Works directly with the Landfill, Noxious Weed, Road and Bridge departments. The person in this position is available for call-out 24 hours per day, 7 days per week or makes substitutions for such call-out when not available.

Job Duties:

100% -

Enforces and maintains compliance with all Federal, State, and local laws and ordinances.\ Assists with the budget, controls expenditures and provides input on revenue sources.\ Works with townships and cities on maintenance and operations issues, prepares agreements, makes equipment and crew arrangements.\ Defines and monitors performance, productivity, and compliance of subordinates with departmental missions, goals, objectives, policies, and procedures to ensure all work meets the required expectations.\ Maintains safe, secure and healthy work environment by following and enforcing standards and procedures, complying with regulations.\ Answers citizens concerns and complaints on drainage and road problems.\ Communicates with customers, employees, and other individuals to answer questions, disseminate or explain information, process requests for information, and address complaints.\ Assists in developing bids, specifications, requests of proposals, contracts, for equipment; identifies potential vendors or contractors.\ Assists in development of long-term goals and department objectives.\ Assists in preparation of annual budget for department.\ Attends meeting and makes reports; compiles statistical, financial, accounting or other reports and tables pertaining to such matters as transactions, expenditures, man hours and projects.\ Oversees public works safety programs, identifies areas of concern and works with supervisors to make adjustments.\ Develops short term work plan for public works operations.\ Maintains cost accounting records for all expenses, tracks projects for reimbursements.\ Maintains proper records and documents relating to County Engineering and Public Works projects.\ Manages rural sewer district operations.\ Orders materials and supplies for highway maintenance and repair including rock, oil, paint, chemicals, solid waste or noxious weed operations.\ Tracks expenses.\ Orders rock, oil and paint for highway maintenances.\ Assists with troubleshooting highway, bridge, culvert and drainage maintenance work if requested by supervisors.\ Performs other duties as deemed necessary or as required.

Knowledge, Skills and Abilities:

Assistant Director of Public Works -

Ability to operate department equipment.\ Ability to reliably and predictably carry out duties.\ Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.\ Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.\ Ability to write speeches and articles for publication that conform to prescribed style and format.\ Ability to effectively present information to top management, public groups, and/or governing bodies.\ Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry.\ Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.\ Ability to define problems, collect data, establish facts, and draw valid conclusions.\ Ability to interpret a extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.\ Ability to convey and receive detailed or important instructions and information to and from other workers and the general public.\ Knowledge of construction materials, approved standards of safety and federal, state and county building codes.\ Knowledge of leadership, supervision and management skills.\ Knowledge of the principles and practices of road and bridge maintenance.\ Skill in oral and written communication.
