DUCHESNE COUNTY AUDITOR Building Inspector lll in DUCHESNE, Utah

POSITION PROFILE

Under the direction of the Building Official, performs supervisory and administrative duties in planning and coordinating the operation of the building inspections department. This includes complex technical duties in enforcing Federal, State, and county-adopted construction codes to ensure public safety and health.

EDUCATION AND EXPERIENCE

  • High school Diploma or equivalent and one (1) Year of college-level or technical course in the construction industry, drafting, industrial arts or a related field;
  • Three (3) years of progressive experience in inspection or the construction trades;
  • An equivalent combination of education and/or experience.

LICENSE AND CERTIFICATION

  • Must have a current and valid Utah Driver's License and

Must be certified by the International Code Counsel in the areas of B2 Commercial Building Inspector, E2 Commercial Electrical Inspector, P2 Commercial Plumbing Inspector, M2 Commercial Mechanical Inspector (Commercial Combination Inspector) and B1 Residential Building Inspector, E1 Residential Electrical Inspector, P1 Residential Plumbing Inspector and M1 Residential Mechanical Inspector (Combination Dwelling Inspector) licensed by the State of Utah as a Combination Inspector.

ESSENTIAL FUNCTIONS

  • Assures county-wide compliance with provisions of the Duchesne County and Utah State Adopted Building Codes (UCA Title 58) and all related parts, sub-parts, and regulations related to existing and proposed buildings and structures, temporary and permanent; interprets codes, issues stop work orders and conducts field inspections.
  • Works under the direction of the Building Official and acts as Building Official in his absence. Ability to perform with considerable independence in the job.
  • Assigns, monitors, and coordinates work in the absence of the Building Official;
  • Oversees review of building plans, calculations, and specifications for proposed structures; establishes estimated values of proposed construction;
  • Resolves interpretation issues for inspections of buildings under construction and existing buildings for compliance with the adopted Codes, Utah Division of Occupational Licensing, and in coordination with the International Building Codes and International Engineering Consortium;
  • Inspects new buildings, additions to and alterations of existing buildings for compliance with the currently adopted editions of the International Building Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, International Energy Conservation Code, International Residential Code, the National Electrical Code and/or the International Existing Buildings Code;
  • Conduct follow-up inspections for correction notices and stop work notices. Investigate and report possible noncompliance to the Building Official for possible legal action. Aid the Building Official in following up on written agreements between the county and building owners, developers, and contractors by conducting field inspections to confirm compliance.
  • Review development permits and compliance with established Utah codes and rules;
  • Updates knowledge of codes as adopted editions change per state;
  • Responds to questions from property owners and builders;
  • Interprets codes and applies consistent methodology to residential and commercial builds as required under the law;
  • Identifies the need for special inspectors to be employed;
  • Oversees final inspection for construction projects at completion for issuance of a certificate of occupancy and signs for the Building Inspection Department in the absence of the Building Official;
  • Follows up on all conditional and temporary approvals;
  • Works with other County departments in coordinating plan approval and building code-related issues;
  • Notifies contractor of code violations with written compliance report at the time of inspection;
  • Evaluate existing bui dings, on a complaint basis, for hazardous conditions and initiate abatement procedures per the currently adopted Uniform Code for the Abatement of Dangerous Buildings when warranted;
  • Prepares informational handouts to help the public understand regulations;
  • Assists County Attorney in preparation for building code-related cases;
  • Continuing Education: Attends meetings and workshops and reads technical literature to keep current on code and required certifications;
  • Assists permit technician with administrative duties including but not limited to answering the phone, helping the public in the office, and processing permits, and;
  • Performs related duties as business necessitates.
