Job Overview:

Reporting to the Facility HSES Manager, the Risk & Compliance Specialist will play a vital role in ensuring the accuracy and integrity of our facilities risk management principles and application. This individual will facilitate the risk review process driving a cradle to grave approach. This incumbent will facilitate risk review for facilities and also oversee and contribute to projects risk review forums. The role will include execution of audits to verify internal controls, and operational processes to assess compliance, identify risks, and propose areas for improvement as well as develop strategies to keep the review of risk alive. The role requires strong analytical skills, technical understanding, attention to detail, and a commitment to upholding risk management and governance standards. This role will proactively support and guide the fabrication operations execution teams.

Key Tasks and Responsibilities:

  • Develop an integrated approach to HSES Risk Management process.

  • Oversee and facilitate the Facility Risk Identification process, ensuring top and emerging risks and BPRR(s), HAZID(s) and TRA(s) are appropriately challenged and risk coverage is appropriate to warrant risk minimization.

  • Support the operationalization of Project Risk Reviews – HAZID(s), TRA(s) and Engineering constructability studies.

  • Conduct second line of defense assurance reviews covering Risk Management activities i.e. Risk Appetite, Application of BPRR and HAZID mitigations. Agree Findings and their resolution with Risk Owners and author high-quality reports for senior management consumption.

  • Develop and maintain the overarching Risk and Opportunities register for the facility. Maintain the Risk inventory and coordinate validation activities including logging findings raised and challenge responses to these prior to recommending for closure.

  • Coordinate and prepare the monthly Risk Dashboard submission, including metrics outside tolerance.

  • Prepare updates for presentations on Risk Governance topics at risk committees and OSCM as required.

  • Develop and implement deliverables and instructions as required by corporate and legislative requirements.

  • Draft plans for facilities & project audit to ensure HSE compliance via integrated HSES compliance reviews.

  • Monitor and maintain the HSE Compliance and the associated mechanism to ensure that Facility and Project requirements are clearly, communicated, understood and adopted throughout the facility.

  • Support subcontractor / vendor HSES pre-qualification and bid evaluation process.

  • Engage in HSES changes and or seek opportunity for technological advance with the systems we use.

  • Maintain a high standard of safe working practice, quality, and productivity, and ensure compliance with the code of business conduct.

  • Conduct business travel as necessary to support project / operations requirements.

  • Communicate with and advise management on issues and concerns relating to projects and site operations requiring HSE support and guidance.

  • Support the HSES departments execution plan and HSES teams targets and objectives

Essential Qualifications and Education:

  • Degree (or equivalent combination of education and experience) in HSES related field.

  • Seven – eight (7-8) years of HSE Experience within the Energy Industry.

  • NEBOSH Diploma or equivalent.

  • Familiarity with company, facility, and project specific HSES terms, requirements, and deliverables.

  • Maintain key competencies associated with the HSES function.

  • Trained and experienced ISO standards lead auditor (9001, 14001, or 45001).

  • Proficient in Microsoft Office (Excel, PowerPoint, Word, SharePoint) and other relevant online applications.

  • Excellent communication and presentation skills, both written and verbal.
