Job Overview:
Responsible for the performance and direction of all subcontracts input into bid proposal activities.
Key Tasks and Responsibilities:
Focal point for all commercial, contractual and administrative matters in relation to subcontracts input into bid proposals. Ensures timely subcontractor bid document compilation, solicitation, receipt and evaluation
Provides risk assessment and management with regard to subcontracts bid proposals input. Ensures compliance with all applicable subcontracts proposals processes and procedures
Compiles subcontracts input into client bid proposal submissions. Liaises with all relevant internal departments on proposals issues. Engages in relationship management with all key bidders/subcontractors
Participates at regular bid strategy and review meetings. Engages in relationship management with all key bidders/subcontractors
Responsible for the performance and direction of all subcontracts commercial and administration work within the project, including:
Works in accordance with corporate policies and statutory obligations. Maintains awareness of the content of the HSE Plan and the actions required in the event of an emergency
Cooperates fully in the implementation of the HSE Plan and all other HSE initiatives and programs. Familiarizes themselves with information provided on health, safety and the environment
Notifies supervision immediately of any incidents or dangerous situations which come to attention and reporting any shortcomings in the arrangements for HSE Controls that all contractual obligations are complied with by subcontractor
Identifies, evaluates, prepares and subsequently agrees to subcontract work scope changes and monitors risks to the project. Processes changes with subcontractor as directed by the Change Manager/Commercial/Contracts Manager. Develops and updates cost forecasts for input to Project Controls Manager
Ensures adequate organization and manning of the administration aspects are compatible with organizational responsibilities, project policies and mission. Performs all general functions inherent in a managerial position
Provides input to project weekly / monthly report
Shall be capable of doing multi discipline quantity surveying (Civil, Mechanical, Piping, Electrical and Instrumentation)
Ready to travel to Project Site (RLIC)
Works autonomously without constant supervision
Assist in the preparation and finalization of billing schedule for managing Subcontractor’s invoice
Verify quantities within Subcontractors’ monthly Applications for Payment and ensure that they are in line with the actual work progress and Subcontract Rates
Verify Subcontractors’ quantities take off and undertake with Subcontractor any field measurements if required
Assessment of Change Order Requests and Variations from Subcontractor in line with Subcontract requirements
Ensure that the subcontractor submits a new price If activity is not included in original scope of works and subsequently process the new price for evaluation and approval from management
Ensure periodic updates of BOQs and Subcontracts’ Values
Preparing reconciliation and final BOQs for Subcontracts as per AFC/As-Built drawings
Ensure proper documentation of records and assist the Subcontract Manager with updating reports
Perform other Ad-hoc assignments (assisting Subcontracts Manager) as required
Essential Qualifications and Education:
Technical degree or some business or information management college preferred
3-5 years of experience in EPC projects
Experience with both engineering and vendor/supplier documents
Experience working with spreadsheets an asset
Thorough working knowledge of, and experience with, computers and specialized software programs such as electronic document management systems, relational databases, and internet based project collaboration systems
Good communication skills required with suppliers, contractors, project teams, and clients
Good analytical and problem-solving skills
Good organizational skills, judgment, and flexibility
