Serco Program Analyst (Mid-Level) in District Of Columbia
Position Description
Serco is looking for an experienced and enthusiastic mid-level program analyst capable of understanding technical details across a wide variety of disciplines to join our Maritime Engineering Operation (MEO). This candidate will assist in determining the updated requirements for standardized documents that govern shipbuilding and write critical requirements into appropriate contractual language for Ship Specifications. The MEO team leverages its corporate knowledge to conceive, design, construct, support and evaluate high-performance maritime systems for a variety of customers. You will be part of a dynamic multi-disciplinary team that works closely with the customer and other Serco teams in an integrated design environment to deliver high quality designs to schedule. This position is hybrid, with optional telework up to two days per week depending on customer requirements.
In this role, you will:
Research and gather data to create an historical overview of Navy specifications and standards efforts.
Assist in the development of POM briefs.
Assist in the assessment, recruiting, and development of a world-class ship design workforce.
Provide support in the responses to Senior NAVSEA Officials and ASN/RDA inquiries.
Assist in the creations of public/Congressional affairs guidance with FAQ for Navy-Led ship design efforts.
Coordinate and support workforce development conferences and gather feedback for distribution.
Assist in the creation of public/Congressional affairs guidance.
Update, consolidate, and promulgate U.S. Navy shipbuilding specifications and standards.
Retrieve, organize, store, and provide technical evaluation of design team efforts.
Design and manage knowledge repositories, such as online portals or databases, where employees can access critical information, best practices, and documentation.
Analyze information needs and identify areas where knowledge is lacking, then develop initiatives to fill those gaps.
Assist in the development of Technical and Programmatic Monthly Reports.
Bring the Navy into the next generation of document management by using digital engineering tools such as DOORS, CAMEO and AI
Ensure consistent terminology is used across NAVSEA and other shipboard systems technical documentation
Assist in managing changes to NAVSEA and other governing shipboard and ship systems technical documentation ensuring that allowances which are made are appropriately limited and enforceable in later stages of design and construction.
Qualifications
To be successful in this role, you must have the following:
Bachelor’s degree or a related discipline with 2-4 years of experience.
An associate’s degree and 4 years of additional experience will be considered in lieu of bachelor’s degree.
Ability to obtain a Secret security clearance (post employment)
Sound skillset using the Microsoft Office Suite to include Word, Excel, and PowerPoint.
Experience supporting engineering and technical teams.
Sound oral and written communications skillset. Ability to clearly articulate information and effectively engage with stakeholders at all levels.
Ability to work efficiently with limited or no supervision.
The ability to travel 10% of the time.

In compliance with state and local laws regarding pay transparency, the salary for this role is $ 73,552.19 to $ 119,523.82 however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills .
