Pact is recruiting for a USAID-Subcontracts Director for the potential Green Recovery Investment Platform (GRIP) opportunity funded by USAID. GRIP will be USAID’s signature tool to leverage an investment of at least $250 million to attract $3.5 billion in private sector financing of climate-friendly investments and to mobilize funding that is needed to reach national and global resilience and adaptation goals. This management and technical assistance (TA) platform is designed to mobilize resources, facilitate partnerships, improve enabling policies and finance ecosystems, and enhance learning and capacity to address climate change through green investments.

The USAID-Subcontracts Director will lead the subcontracting with and management of a network of highly technical financial- and climate-related advisory firms. The Director will oversee all aspects related to the management and administration of USAID-funded subcontracts designed to provide technical assistance (TA) to public and private sector actors – including financial sector actors, service providers, private sector firms, and intermediaries; as well as non-financial actors including local governments, NGOs, women or youth entrepreneur networks, Indigenous Peoples, and civil society organizations – involved in climate-friendly investment opportunities.

  • Employ a transparent and user-friendly procurement and subcontracting process to ensure efficient, effective, and best-in-class engagements.

  • Develop and/or modify Pact’s contract documents in compliance with USAID requirements and working closely with the Pact DC Grants and Contracts team to execute quality agreements.

  • Oversee the full cycle of subcontract management activities: solicitation, evaluation, selection, pre-award assessment, negotiation, monitoring/compliance visits, and closeout.

  • Engage with GRIP and Pact’s technical staff, external technical experts, and stakeholders, as necessary, to ensure development of quality and responsive scopes of work.

  • Ensure the highest level of integrity in the management of the contract and subcontracts, to include proper adherence to GRIP, Pact, and USAID policies and procedures.

  • Working with the Partner Engagement Lead, build and maintain a roster of technical advisory partners and conduct 6outreach for new and underutilized partners.

  • Develop partner outreach and trainings materials and conduct outreach and other trainings to support USAID partners, some new or non-traditional partners, in applying for and managing USAID-funded subcontracts.

  • Ensure subcontractors comply fully with GRIP, Pact, and USAID requirements.

  • Lead the utilization of Pact’s Subaward Management System (Salesforce) and accounting system (Serenic NAV) for subcontract issuance and management. Ensure proper documentation as per Pact policy and regular reports are provided to Pact DC or USAID as required.

  • Supervise project-specific contracts personnel.

  • Train other project staff in subcontract development and management best practices.

  • Manage the project’s subcontract budget, working with the Chief of Party.

  • Work closely with the Chief of Party to ensure accurate and timely disbursement and liquidation of subcontract expenses.

  • MBA, Master’s Degree or higher in a relevant field

  • At least eight (8) years’ experience in USG grants and contracts management, at least 4 years’ leading USAID subcontract management team.

  • Deep familiarity with USG and USAID rules and regulations, specifically FAR, AIDAR, and 2 CFR 200.

  • Experience managing a variety of subcontract types including, cost plus fixed fee, time and materials, and fixed price

  • Demonstrated strong organizational, communication, leadership, problem solving, and time management skills.

  • Finance- and/or climate-related experience.

  • Demonstrated ability to navigate independently and as a team member – with a wide range of people, situations, and languages.

  • Excellent inter-personal skills and ability to work collaboratively on a wide range of issues.

  • Ability to forge consensus patiently and diplomatically between diverse stakeholders in the development of scopes of work and negotiating contracts.

  • French or Spanish skills, a plus.
