Summary The Supervisory Information Technology Specialist (Security) position is located within the Department of Technology (DTS), Information Technology Security Office (ITSO). ITSO manages the Judiciary's IT security program, oversees the security operations of Judiciary IT assets and environments, proposes national IT security policies and develops guidelines for their implementation, and establishes and maintains collaborative relationships within the Judiciary and with third-party partners. Responsibilities The Supervisory Information Technology Specialist (Security) serves as the Cyber Threat Hunt Branch Chief, a senior-level cybersecurity leader overseeing the branch mission. The Cyber Threat Hunt Branch Chief leads the strategy and execution of the Judiciary's threat hunting program, including using hypothesis-based threat hunting to identify, investigate, and mitigate advanced persistent threats (APT), zero-day vulnerability abuse, and other malicious activity that may bypass traditional security controls. Duties include, but are not limited to: Overseeing the development and application of custom tools and automated analysis capabilities to scale hunt efforts. Developing, articulating, and planning technical iterative threat hunt hypotheses using a combination of Splunk, CrowdStrike, Microsoft Threat Explorer, Microsoft Sentinel, and Jupyter/Python Notebooks. Developing and documenting required application level, operating system level, and network level artifacts for each hunt mission. Performing technical analysis of ELF/PE binaries through controlled execution and/or assembly code static analysis, overcoming techniques designed to defeat analysis, to ascertain functionality, capability, and call-backs, and assist with attribution and identification of indicators of compromise. Supporting escalations from the incident response team and re-prioritizing efforts for risk reduction, if necessary. Leading daily Agile scrum activities as the product owner for all Cyber Threat Hunt Branch activities. Serving as a senior advisor to executive leadership on cyber threat hunt operations, emerging threats, and risk mitigation strategies. Oversee the development and modification of Splunk (SPL) and Sentinel (KQL) queries to conduct hunt missions. Producing bi-weekly executive summary reports that document hunt activities and demonstrate the return on investment for cyber threat hunt activities. Coordinating with threat intelligence, detection engineering, and vulnerability management teams to share findings and recommend improvements to detection logic and security controls. Managing resource allocation, budget planning, staffing, and professional development for a highly technical team of contract and federal staff. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. 1. Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 5 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience performing the tasks and meet the skills, knowledge and abilities as described in NIST Special Publication 800-181 National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce for the roles of Defensive Cybersecurity (PR-WRL-001), Incident Response (PR-WRL-003), and Threat Analyst (AN-WRL-006). Highly Desired: Must have 5+ years of hands-on technical experience planning, executing, and documenting proactive and iterative hypothesis-based hunts with minimal direction. Must have 5+ years of experience reviewing unstructured/structured application logs from custom applications. Must have 3+ year of experience performing system administration of Linux and Windows systems including knowledge of Windows and Linux OS internals and networking. Extensive knowledge of different types of adversaries, from script kiddies to Advanced Persistent Threats (APT) tactics, techniques, and procedures and understanding of possible attack activities such as network probing/scanning, DDOS, malicious code activity, etc. Education This position does not require education to qualify.
