Subaward Contract & Compliance Officer, Division of Research & Innovation

Position Purpose:

The Subaward Contract and Compliance Officer serves as a subject matter expert responsible for the oversight of subrecipient monitoring and ensuring that the university’s subrecipient monitoring procedures are followed, including managing risk posed by subrecipient, reviewing documentation, and addressing compliance concerns. This position reports to the Associate Director, SPA Contract Administration.

Essential Functions:

Review subcontractor invoices and perform audits for expenditure compliance with sponsor guidelines and federal requirements; triage approvals from Principal Investigator or Department and Contracts Team within proper timeline; create and enter proper receivers into WayneBuy; log and track invoices sent to Disbursements for payment.

Respond to communications received via a central team email box by using established procedures from subcontractors and colleagues within appropriate time. Troubleshoot invoice problems and follow-up with Disbursements within allotted time to ensure timely payment to subcontractors.

Assist and create Change Order Request (COR) form on-line in WayneBuy to amend any changes to the Subcontract, which includes verifying information and accuracy on spreadsheets. Requesting increases in funds or extension of dates with subcontract. Assist and create Requisition (Req) form on-line in WayneBuy to setup a new Purchase Order. Which includes verifying information and accuracy on spreadsheets. Assist, create and activate Vendors through WayneBuy. Reconcile receivers and invoices as needed.

Perform routine and ad hoc subrecipient monitoring activities according to risk rating and subaward terms and conditions, to include review of financial and technical reports, corrective actions, on-site visits, desk reviews, and audits, as necessary.

Provide training to university on subrecipient monitoring in coordination with the SPA Training Specialist.

Complete initial and annual Subrecipient Risk Assessment (Review of Single Audit/Other Relevant Information), assign risk rating and future monitoring requirements.

Other duties as assigned.

Minimum Qualifications:

Graduation from an accredited college or university or an equivalent combination of education and/or experience preferred.

3 to 4 years job-related experience, preferably in higher education and/or grant and contract administration.

Considerable knowledge of and experience applying University policies, procedures, and practices.

Considerable knowledge of Microsoft 365, proficient Microsoft Excel and computer software/databases skills.

Preferred knowledge of grant and/or contract administration best practices.

Considerable knowledge of purchasing and disbursement procedures.

Strong analytical and problem-solving skills.

Detail oriented with ability to multi-task and work independently.

Ability to communicate effectively with others.

Ability to work within established deadlines and in pressure situations.

Ability to operate standard office equipment.

Ability to detect errors and discrepancies.

Professional judgement is needed when prioritizing deadlines and workload with a focus on accuracy and high levels of customer service and communication at all times.
