Description
This is a full-time position is responsible for the provision of technical and administrative support for In-Detroit Organizations (IDOs) contracted with the JumpStart Program. Functions include establishing rapport with key community organizations and program administrator, addressing IDO concerns, and guiding IDOs through the City of Detroit’s procurement and reporting processes.
JumpStart is a new program at the City of Detroit and is funded by American Rescue Plan Act (ARPA) - Coronavirus State and Local Fiscal Recovery Funds (SLFRF). Through this program, the City will work with grassroots organizations that work closely with Detroiters who are interested in reentering the workforce after facing significant barriers. To ensure these organizations have the support they require as small vendors working with a City of Detroit program, we are seeking a detail-oriented community leader to join the Jobs and Economy team in the capacity of IDO Project Analyst.
This is a primarily remote position that will require occasional in-person or on-site attendance.
Examples of Duties
Collaborate with internal City departments and compliance contractors to remain abreast of programmatic requirements including eligibility standards, federal funding guidelines and other regulations
Conduct periodic reviews of IDO needs, service methods, activities and progress towards goals
Continuously monitor outreach activities, perform data entry, and maintain quantitative and qualitative data storage in accordance with City and federal regulations
Serve as liaison between IDOs, JumpStart Administrator and JumpStart Small Business Administrator when it comes to financial and administrative issues for the program
Coordinate with program administrator and small business administrator to ensure proper design of enrollee supportive programs as part of JumpStart
Prepare timely and accurate statistical and narrative programmatic reports for City use
Establish and maintain relationships with key community organizations
Serve as the first point of e-mail and phone contact for IDOs with technical questions, support, and escalated issues
Assist IDOs with capacity-building, City processes, and engaging members of all community sectors
Completes operational requirements by scheduling and leading administrative projects and expediting work results
Exhibits polite and professional communication via phone, e-mail, and mail.
Gather feedback on outcomes, programmatic concerns, and issues for reporting to City staff and contractors
Provides information by answering questions and requests.
Prepare written correspondence, expense reports, and other materials as requested
Minimum Qualifications
Minimum Qualifications:
Interest in supporting residents facing significant systemic barriers that have kept them from consistent participation in the workforce
Experience in a client-facing role
Experience working in a cross-functional team to complete community-related tasks
Experience completing budgeting, finance, accounting or related tasks
Ability to perform spreadsheet data analysis
Excellent written and verbal communication skills
A proven track record showing exceptional organizational skills and follow-through
An ability to communicate complex processes into relatable information
Bachelor’s degree in social justice, social work, sociology, arts, or other related fields;
Experience and Qualifications:

Medical Plan Offering for Administrative Special Services Employees
The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
WORKERS COMPENSATION – Covered by applicable laws.
UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
