Description
The City of Detroit's Housing and Revitalization Department (HRD) is currently seeking a Housing Compliance Specialist (Administrative Special Services Staff 2-Exempt) ARPA. The Housing and Compliance Specialist is an experienced level position that performs an expanding range of project management assignments. They will be responsible for working with developers to create Tenant Retention Plans for occupied rehab projects and monitoring their adherence to those plans. They will also monitor federally-funded projects to ensure they are meeting their Uniform Relocation Act requirements. This position will report to the Preservation Initiatives Manager. Job role will also include pro-forma analysis, data management, developer outreach, administrative, and a gap-overlap in duties with compliance management. This role is a flexible role with a range of responsibilities mostly as it relates to URA relocation regulation and Municipal affordable contracts.
Examples of Duties
Detailed responsibilities include:
Liaising with subrecipients and subcontractors to ensure developer’s compliance with agreements made with the City
Review projects’ financial conditions, including in development pro-formas
Negotiating with developers based on resident needs and City standards
Tracking data related to Tenant Retention Plans and Uniform Relocation Act requirements
Reviewing and understanding City policies related to tenant retention
Suggesting policies and procedures that would make processes more efficient
Minimum Qualifications
Education and Experience
Bachelor’s degree from and accredited college or university with major coursework in business administration, public administration, public policy, urban planning, accounting, finance, economics, construction management, or other related field of study.
Minimum of two (2) years professional experience in affordable housing development, including risk evaluation and compliance with federal funding requirements.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Supplemental Information
Strong candidates should have substantial knowledge of and experience with development proformas; substantial knowledge of affordable housing finance tools, including federal, state and local subsidy programs; and excellent organizational and communication skills, including the ability to build and manage relationships with internal and external partners.
The ideal candidate is organized, to be able to track several projects at once; attentive to detail, in order to compare reported information to what is required; and proactive, to keep projects moving along and to suggest needed changes.
Candidates should be upbeat as they will regularly communicate with developers. They should demonstrate flexibility, a strong ability to prioritize by necessity while staying open to new projects and new duties as projects go on. Time management will be a key to success in this role.
Term is based upon the availability of grant funds.

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
WORKERS COMPENSATION – Covered by applicable laws.
UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
