The Iowa Department of Natural Resources has a unique and exciting position available within the Water Quality Bureau, located in Des Moines, Iowa as a Private Water Wells Specialist Senior. Within this position you will carry out the duties as set forth in rule to ensure that private wells are constructed properly to prevent the contamination of groundwater. This position is dedicated to the private well program and is integral to our relationships with Iowa HHS who administers the Private Well Testing Program and the counties who have 28E Agreements to carry out private well permitting.
The purpose of this position is to lead and manage the implementation of the private well program pursuant to Iowa Code 455B and 567 IAC Chapters 38, 39, 47, 49, and 82 including gathering data to support program updates, rule revisions and stakeholder meetings. The Private Water Wells Specialist Senior will provide training to staff and county staff and serve as leader in coordinating and reviewing the work of staff regarding private well permitting, well contractor certification, and well construction techniques. In addition, is this position will be the private well database administrator and assists with maintaining and update the database
This position will be responsible for the following:
Develop and manage the statewide environmental program to regulate the permitting and construction of the private water wells including contractor certification rules and program areas.
Manage the permitting of private water supply wells with the local county authorities for the 99 counties, including the development, implementation and management of county well permitting authority through use of 28E agreements (or other approved means)
Work with counties specifically in the areas of properly issuing private well construction permits, collection of well data from new, existing, and abandoned wells; dissemination of the well data into the Private Well Tracking System (PWTS) for distribution to interested parties
Collect and manage well construction fees.
Work with counties to maximize their cooperation and participation in the enforcement of well permitting and construction issues.
Provide training to county environmental health specialist (EHS) agents so they have a greater understanding of well related issues, including water quality
Collaborate with Iowa HHS on the Private Well Testing program by providing technical expertise to well testing, plugging or rehabilitation of wells.
Administer of the Private Well Tracking System (PWTS), as state-wide web-based database used to issue private water well construction permits under 567 IAC Chapter 38, track well log data, water quality sample data, well reconstruction data, and well plugging information.
Identify, coordinate, develop, implement, and review policies, methods and techniques integrated into the state's private well program area pursuant to 567 IAC Chapters 38, 39, 49, and 82.
Effectively regulate the construction, maintenance, and abandonment of wells.
Coordinate with the Department's Operator Certification Program to provide guidance for the management of well contractor portion of Operator Certification.
Provide code and rule guidance and training to stakeholder groups, citizens, and other interested parties.
Prepare and give presentations and relevant conferences and meetings related to private wells.
Essential Functions
Manages and implements the Iowa DNR Private Well Program.
Ensures private well program rules are up to date and works with all stakeholders for any needed rule updates or changes.
Develops and maintains good relationships with all stakeholders- including, but not limited to-Iowa HHS, well drillers, contractors, and county sanitarians-regarding the Iowa private well program.
Provides and effectively presents technical assistance, training and education to all stakeholders regarding private wells, site assessments, proper well drilling and construction techniques, and private well testing program.

Preference will be given to those candidates with related work experience in the private well industry, county sanitarians working in the private well testing program, hydrology, and modeling aquifers.
Valid drivers license to drive a state vehicle for travel for job duties.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). Minimum Qualification Requirements
Graduation from an accredited college or university with a Bachelor's Degree in a Natural Scienceandthree years of full timeprofessionalscientific experience in an environmental program in the areas of water supply, waste water, animal feeding operations, hazardous substances, radiation, sewage treatment, solid waste, geology, history, archeology, flood plain, air pollution, dam safety, or underground storage tanks;
OR
an equivalent combination of education and experience substituting one year of the required full-time professional work for each 30 semester hours of the required education;
OR
an equivalent combination of education and experience, substituting thirty semester hours of accredited graduate level coursework in a Natural Science, history, or archeology for each year of the required experience to a maximum substitution of two years;
OR
employees with current continuous experience in the State of Iowa Executive Branch that includes twenty-four months of full-time work as an Environmental Specialist or Environmental Engineer.
