Job Title: DMSS Operations and Finance Administrator FLSA Status: Full Time - exempt Reports to: DM Coordinator Schedule: FT/E, Monday-Friday Standard Office Hours Supervises: Culinary Director, Distribution Center, Procurement and Administrative Specialist Rate of Pay: $100,000-110,000/year Closing Date: 5/1/2024 Benefits: Standard; Full-Time, Exempt employees are eligible for but not limited to the following: Health, vision, dental, life as well as voluntary life and disability insurance Sick leave benefit - 1 day per month, 12 sick days per year (accrual and availability begins at hire) Vacation benefit - 20 vacation days per year, accrued at the rate of .0769 hours for each hour worked (accrual begins at hire but may not be used until the completion of six months of employment) One floating day off for use (accrued immediately, and again annually, but may not be used until the completion of the initial three-month introductory period of employment) Pension Plan (after one year of continuous service) Voluntary Tax-Deferred Annuity Plan (403(b)plan) Function Under the direction of the Denver Metro Coordinator (DMC), the Denver Metro Social Services Operations and Finance Administrator (DOFA) oversees the fiscal management operations of DMSS by managing the operations of finances. The DOFA works to enhance the quality of DMSS programming. The DOFA ensures department budgets and contracts are monitored, analyzed, and in alignment with approved budgets. The role will have a particular focus on the finance, personnel, and logistics functions within the department and works closely with the DMSS team, the Divisional Finance Department, the Divisional Human Resources Department, and Divisional Headquarters department heads, particularly Finance and Human Resources. Duties and Responsibilities Providing administrative leadership and support for requirements of DMSS. Complying with TSA policies and procedures and local/federal agencies. Submitting or delegating TSA Program Council items; coordinating and internally tracking and processing grants and contracts through their approval process. Leading and managing team: hiring, training, developing staff goals, providing feedback and conducting one-on-one meetings, and conducting initial and annual performance evaluations. Managing safe workplaces risk assessment and HR-related matters. This includes performance management, training, and managing / investigating conflict, as needed. Working to implement and reinforce policies and procedures to ensure a safe and productive work environment. Supervising employees, including big picture and task supervision of supervisees. Conducting and auditing needs assessments to reinforce current policies and standardize adherence to policies across DMSS locations. Ensuring strong fiscal management of department. Provide oversight of spending for overtime including timesheet management. Perform other assignments/duties as assigned.

Finance Functions Developing/managing/tracking department contracts and budget to ensure timely management; developing real-time projections inclusive of contract spend-downs to ensure full contract utilization and program budgets. Systematically communicating projections and analysis to DMSS leadership team. Advising and guiding program directors in budget management including annual budget development, ongoing budget analysis, and modifications. Integrating new or modified contract budgets into existing program budgets including staffing allocations and all direct expenses, ensures all DMSS budgets are current and approved. Providing recommendations for annual budget needs to the DMSSD for DMSS programs. Supporting DMSS leadership in the development of contract budgets to ensure contracts are maximized to their fullest potential. Ensuring DMSS department wide contract compliance in financial areas including procurement, expenditures, ti e tracking, etc. This may include training, review and overseeing policies and procedures, auditing, and monitoring programs in conjunction with quality assurance requirements. Working with the Divisional Finance Department to ensure accurate funder invoicing, follow-up of funder outstanding payables, maximizing reimbursement of denied items. Providing guidance and department procedures to DMSS leadership regarding contracted financial requirements and TSA financial procedures. Managing internal financial projects supporting DMSS programs. Submitting all required documents to TSAMM system. Recommending corporate credit card approvals to DM Coordinator. Logistics Functions Supervision and oversight to the DMSS Culinary Director and central kitchen, DMSS Distribution Center Director and distribution center program, ensuring the smooth logistical coordination across DMSS programs.
