Reference #: 4877000 THE POSITION The Department of Corrections (DOC), Field Human Resource Office, Region 11, is excited to welcome a highly organized and motivated Human Resource Analyst 1 to provide vital services within State Correctional Institute (SCI) Dallas and Waymart.  This is a fulfilling opportunity to function as the Employee Relations Manager (ERM) in addition to conducting time advisor duties at SCI Dallas.  This position provides a variety of other human resource support such as organizational management duties and personnel transactions, primarily for SCI Dallas and as needed for SCI Waymart.  If you are interested in a fast-paced career in human resources, we encourage you to apply today to join our dedicated team of professionals!

DESCRIPTION OF WORK

As a Human Resource Analyst 1, you will contribute a wide-range of human resource support throughout the facilities served.  A primary focus will be to function as the Employee Relations Manager and time advisor/administrator for SCI Dallas.  You will be responsible for auditing, monitoring, overseeing, and recommending appropriate action to the timekeepers and the time and attendance program.  You will determine training needs, develop appropriate training programs, and conduct trainings to support and assist the timekeepers.  This position requires a thorough knowledge of multiple collective bargaining agreements, memorandums, side letters, multiple pay schedules, management directives relating to time and attendance, Executive Board Amendments, and rules and regulations of standard and combined leave programs.

Strong analytical skills and attention to detail are essential in order to independently review fact finding investigations, compose PDC notices and discipline letters, and conduct PDCs.  This includes conducting research surrounding policies and procedures, past practices, arbitration history, and other related information as deemed necessary.  In addition, you will evaluate grievances, prepare preliminary grievance responses for review, and prepare grievance packets in preparation for presentation at first step grievance hearings.  This professional also serves as the Unemployment Compensation Coordinator, the Workers' Compensation Coordinator, the State Employee Assistance Program (SEAP) Coordinator, and the SPF/FMLA Coordinator.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, up to 1 day per week.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to the headquarters office in Dallas. QUALIFICATIONS Minimum Experience and Training Requirements: Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or One year of paraprofessional analytical experience and a bachelor's degree; or An equivalent combination of experience and training.
