GRANTS PROGRAM SPECIALIST

The wage range for this position is $24.90 - $33.47 per hour

The State of New Hampshire, Department of Safety, Division of Administration, Grants Management Bureau, has a full-time vacancy for Program Specialist III, which has a 37.5 hour work week and is considered non-exempt.

SUMMARY: Analyzes, processes and reports grant and program information for the Department of Safetys Grants Management Bureau in compliance with agency, state and federal requirements. Plans, evaluates and coordinates fiscal and budgetary auditing activities in accordance with policies and procedures, makes recommendations to improve efficiencies. Completes daily grant maintenance and customer tasks to ensure program integrity and responsiveness.

18 Months or 1.5 Years of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with a major in Accounting, Business Administration, Public Administration or closely related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years' professional or paraprofessional experience in Accounting, Business Administration, Public Administration or closely related field, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Eligibility for New Hampshire driver's license, if necessary for travel throughout the state.

SPECIAL REQUIREMENTS:

Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

PREFERRED WORK TRAITS:

Extensive experience in creating and utilizing Excel spreadsheets, database creation and management, and knowledge of generally accepted accounting principles (GAAP), and reimbursement program methodologies. Working knowledge of Public Safety programs and field is highly desired. Working knowledge of the State purchasing, and NH First (Lawson) financial system, Fiscal Committee and Governor and Council processes, as well as working knowledge of Federal procurement and program administration requirements (OMB circulars, CFRs, and other federal financial guidance) is highly desired. Ability to create Power Point presentations is preferred.

RESPONSIBILITIES:

Conducts random and scheduled inventory, operational and compliance audits (in person or remotely) for adherence to applicable laws, administrative rules and standard operating procedures in the administering of various grants, verifying supporting documentation for accuracy and validity and ensuring that all inventory and other expenditures are accounted for. Analyzes grants for effectiveness, improving and/or enhancing customer service, making recommendations to management for modifications or enhancements to the grant program.

Assists with on-line tool development to create application for obtaining and completing new and existing grant extensions and ren wals from Sub awardees. Completes and obtains necessary documentation for grant applications and subsequent daily administration of the grants.

Makes observations and examinations of documents, inventory, financial statements, contractual documents and source documents to make recommendations on methods to improve procedures and record keeping while retaining internal control of all funds and inventory.

Makes recommendations for adherence and compliance with applicable state laws, administrative rules and standard operating procedures in the administering of grants. Meets with various local and State and Federal officials as required to enhance the grant program and to ensure continued compliance. Reviews grants for compliance with applicable requirements, making recommendations for grant program operations, policies and procedures.

Assists Bureau management in establishing and reviewing standard operating procedures and implementing internal controls to ensure that the grants are utilized for purposes only, as designed by the grant in procurement and disbursement activities.

Prepares and coordinates the completion of necessary detailed fiscal and program reports and documents required by the grants for the disbursement of funds and for regular program reporting requirements.

Responsible for coordination with the NH Department of Safety Financial Management and Planning Bureau to implement required drawdown of Federal funds in accordance with grant program and State goals and objectives.

Operate various computer systems in preparing audits, financial reports, inventory reports and presentations to management.

Complete other duties specific to the Grants Management Bureau grants or directly related projects, as assigned.
