Summary The incumbent functions as a Program Supervisor for the Columbus VA Ambulatory Care Center's Housing and Urban Development/VA Supported Housing (HUD-VASH) program. The HUD-VASH program is a collaboration with the local Public Housing Authority (PHA) to provide homeless Veterans with Section 8 Housing Choice Vouchers and long-term community case management. The incumbent may serve as a liaison or representative of the medical center as it relates to participation in education of the stakeholders about veteran homelessness. The incumbent serves as the local program supervisor and case manager for the HUD-VASH Program. The incumbent is responsible for data collection, administrative record keeping and monitoring of patient or clinical indicators, thresholds and performance measurements. Supervisory Functions The HUD-VASH Supervisor provides both administrative and technical supervision to the social work staff as assigned. The incumbent is expected to set priorities and make assignments according to capabilities of employees and oversee personnel management of staff assigned. The incumbent has established guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management system. The incumbent receives and disseminates social work practice and resource information to social workers at the facility. The incumbent evaluates subordinate's performance and offers instruction, advice and coaching on social work and administrative matters. Clinical Functions The incumbent regularly conducts and participates in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters and on the streets, as well as those who are referred by VA residential programs and facilities. The incumbent assesses at-risk factors and develops a preliminary plan, involving the veteran and family or significant others. Based on this assessment, the incumbent uses professional judgment and practice skills to formulate a treatment plan as part of the interdisciplinary team under the guidance of the Deputy Director, Community Outreach Division. The incumbent effectively provides case management services while utilizing professional skill, objectivity, insight, clinical training and experience to interpret data and to identify viable treatment options. The incumbent makes routine visits to each veteran in residence to assess their environment and provide on-going clinical services. The incumbent may provide training to students, residents, interns and fellows from other disciplines, and when appropriate conducts formal workshops and classes for staff under the supervision of the Deputy Director, Community Outreach Division. Work Schedule: Monday through Friday, 8:00am-4:30pm Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Preferred Experience: Experience working with Veterans, individuals experiencing homelessness, community outreach, and serving people with SUD/mental illness. Physical Requirements: The work requires the ability use a computer and ability to navigate throughout an office building environment. The work may require engaging Veterans in their environment.
