Job Description:

Parsons seeks to hire a Sub-Directorate Lead with both leadership and management responsibilities for teams supporting Government space contracts. This includes establishing relationships and communication channels with technical and administrative staff to assure proper delivery of technical, cost and schedule performance. The Sub-Directorate lead will coordinate with functional teams, to include but not limited to finance and accounting, subcontracts, contracts, and security to ensure the effective administration and reporting of contracts within the sub-directorate. The Sub-Directorate Lead is tasked with providing strong leadership for the company by working with the Parsons executives to establish short and long-term goals, plans and strategies. Sub-Directorate Lead is responsible for presiding over the Sub-Directorate workforce to include responsibilities of mentoring, career counseling, nomination for awards/promotions, utilization of training opportunities, compliance with Parsons policies, hiring, and creating an environment where all staff have the opportunity to achieve their potential. The Sub-Directorate Lead will make sure departments meet their individual goals and are responsible for overall accountability to Parsons.

SOSS SD Lead has three major execution/management responsibilities:

Manage portfolio of SOSS programs through customer relation and leading of diverse team Operate, Sustain and Modernize the Parsons Satellite Operations Center Execute series of projects assigned by Directorate Lead to meet growth strategies

SD Lead manages a portfolio of programs within the SOSS Sub Directorate. The SOSS programs generally develop and operate satellite ground stations/systems for a variety of clients to include DARPA, NOAA, AFRL, USSF and others. She/he will provide direction to assigned PMs, as well as serve as PM, for various sized programs. SD Lead will interface with various Parsons functional teams in addition to leading a team of approximately 50 individuals. The SD Lead is responsible for the scope development, management and commercial performance of the portfolio of programs to meet goals and objectives. Responsible for reporting program status “up the Parsons chain”. Reporting convers a spectrum of verbal status to formal, regular written presentations. The SD Lead works with the PMs:

  • Planning and defining program goals and devising methods to accomplish them.

  • Developing in-depth knowledge of client objectives, contract terms, and corporate policies.

  • Understanding program integration and engineering/technical aspects, as well as procurement activities.

The SD Lead ensures three Functional Teams (Systems Engineering, Cybersecurity, Network/IT) are adequately staffed to support the SOSS Portfolio.

Responsible for maintaining, sustaining, and modernizing the Parsons Satellite Operations Center (PSOC) to include ensuring constellations under contract are supported to include pass support, capture/store of telemetry data for analysis, and providing missions data to client. Must budget for equipment replacement, software licenses, Facility mods, and other expenditures to maintain the operations capability. Will plan for future missions/expansion and ensure the ability to scale the PSOC capability. The SD Lead must work with senior leadership to advocate for and build out a back-up ops capability ready for operations NLT Q3 2025. Current special projects include analyzing facility retention or move plans required to support changing Operations Center and other program requirements. Support consists of integrating/facilitating efforts of Security, Facilities, Operations, and others to achieve Parsons corporate objectives with the emerging secure space capability to include subcontractors and facility sponsors. Must secure facility re-accreditations and be ready to present options and recommendations to senior leadership.

What You'll Be Doing:

  • Advances the 2024 SES Directorate Goals to include (1) Growth & Execution(2) People, Engagement, and Retention (3) Strategy (4) Build High Performing SES LT

  • Acts as company representative with clients and selected subcontractors during the program execution

  • Markets and secures additional work with clients. Responsible for following up on instructions and commitments associated with SOSS portfolio program

  • Responsible to either personally review or assign a suitable designate to review all BD proposals impacting lines of business, facilities, people, and operations.This review throughout the proposal/RFI response is essential to ensure executability of what Parsons is proposing

  • Continually interact with Product Development and PMs to ensure increasingly accurate accounting for costs of capabilities.

  • May participate in negotiations with regulatory agencies and in public meetings in support of clients.

  • Keeps Parsons chain of command informed of key activities, milestones, client visits/interactions, via regularly scheduled meetings, regular inputs to reports, and ad hoc requested engagements.

  • Oversees establishment of SOSS Portfolio Programs Program Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

  • Oversees the program requirements for all areas of portfolio programs and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of a one to two-page Past performance citations for all SOSS Programs.

  • Oversees the execution of all business, technical, fiscal, and administrative functions of the SOSS portfolio programs.

  • Assigns responsibility for executing Program plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.

  • Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement, and payroll operations, etc., if required.

  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create SOSS Program teams capable of completing effective, quality work. Discusses the qualifications required of the key Program positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address Program space requirements.

  • Works with PMs to develop budgets, schedules, and plans for the various elements of SOSS portfolio programs. Ensures that the SOSS Portfolio meets or exceeds goals established in these plans.

  • Works with PMs to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of changes. The PM is specifically responsible for maintaining current and timely change orders.

  • Promotes technical and commercial excellence of programs through application of Quality Assurance processes. Monitors and reports to management on the progress of all program activity, including significant milestones, and any conditions, which would affect Portfolio program cost or schedule.

What Required Skills You'll Bring:

  • Bachelor’s degree with minimum 10 years managerial or Business Administration experience in leading Government programs with demonstrated understanding of spacecraft development, test &integration, mission operations, and spacecraft ground capabilities.

  • Experience with Satellite Ground Stations/Satellite Operations to include satellite command and control, missile warning/tracking, operations and integration, enterprise ground capabilities. Proven experience directing a corporation or program with a large staff of highly qualified technical staff working on a combined value of $150M+ contract(s) is desired.

  • Experience working with Government space customers and SOSS Client familiarity highly desired (e.g., DoD in general, DARPA, NOAA, USSF, and SSC).

  • Experience working as a Sub to a Large Business Prime

  • Must possess outstanding communication, collaboration, decision-making, leadership, problem solving, time management, prioritization, and delegation skills.

What Desired Skills You'll Bring:

  • Program Management Professional (PMP) or equivalent (e.g., Parsons Program Manager Certification) is highly preferred.

Clearance Requirement:

  • Must have an active Top Secret clearance; TS/SCI clearance preferred.

Salary Range:

$165,000.00 - $310,000.00

This position is eligible for incentive compensation.
