Senior or Principal Construction Project Manager, Clatskanie, OR

Our Western Plants (Beaver and Port Westward) are hiring a construction manager (Senior or Principal level) overseeing large (Mechanical) O&M outage projects. This role includes managing projects such as the coordination with KB pipeline and management of the hazardous waste programs at both sites.

Job Function: Construction Project Management manages plant projects through engineering, procurement, construction, and commissioning.

Key Responsibilities:

Manages generation capital and O&M activities, including managing long- and short-term plant development, repair, upgrade and replacement programs and oversees associated projects.

Program Development and Planning:

  • May develop program processes, activities and priorities that support long-term strategic asset management, utility asset management and other engineering goals for medium- to large-scale projects.

  • May identify long-term and short-term resources required to meet program goals, creates strategic actions for program direction, develops and implements new policies for resource management and plans, organizes and implements programs.

  • Serves as program project manager with responsibility for meeting project goals for safety, budget, schedule, scope, resources, compliance, and quality and ensuring projects deliver quality and value to the customer while meeting environmental, cultural and community requirements.

  • Serves as project manager (PM) for complex generation base projects.

  • Has responsibility for all aspects of a project, including development, engineering, procurement, construction, commissioning, and closeout.

  • Accountable for meeting a project’s goals for safety, budget, schedule, scope, resources, compliance and quality and ensuring projects deliver quality and value to the customer while meeting environmental, cultural and community requirements.

  • Develops strategic plans when applicable; assesses and evaluates technologies and potential sites for construction projects; estimates for capital costs, operating and maintenance costs and performance for projects.

  • Prepares project proposals for RFPs.

  • Develops technical specifications, prepares requests for proposals (RFPs) and evaluates bids.

  • Develops overall project plan, including schedule and cost baselines, dependencies, roles and resource requirements and risk mitigation.

Project Management

  • Accountable for effectively managing projects to meet goals for safety, budget, schedule, scope, resources, compliance, and quality.

  • Determines and applies appropriate project controls; integrates project control processes between various PGE organizations; identifies important and critical cost and schedule issues or concerns to project work groups and assists in resolution.

  • Monitors project activities relating to permitting, engineering, procurement and construction.

  • Establishes formal project/program control processes; monitors and tracks project activities to timely identify variances from baselines and takes appropriate corrective actions.

Stakeholder Engagement

  • Communicates project updates via regular stakeholder meetings, formal reports, formal presentations, and regular electronic communications; ensures updates achieve effective corporate awareness.

  • Accurately reports on project status, schedules, financials, problems, risks and other significant issues.

  • Resolves customer issues as applicable.

Team Leadership

  • Leads a multidisciplined matrix team in a safe, cost-effective and responsible manner.

  • Provides staff leadership to team members; ensures effective coordination and collaboration among team members and between PGE stakeholder organizations, outside consultants and vendors.

  • Facilitates team meetings; cultivates and reinforces group values, norms, and behaviors; provides guidance and motivation to team on performance and productivity issues; ensures compliance with established project management methodologies and standards; takes corrective action as needed.

Education/Experience/Certifications:

Education: Requires a bachelor’s degree in engineering, business, or a related field.

Experience: Typically, eight or more years of experience in project management, construction management or engineering, including design, operations, or maintenance of generation facilities.

Certifications, Licenses and Training: PMP certification preferred.

  • Working knowledge of applicable policies, rules, regulations and codes in the utility engineering field.

Compensation Range:

$113,925.00 - $233,610.00
