Qualifications

General Description:

Provides overall contract management support to behavioral health and clinical services to clients. Areas of responsibilities include liaison with contractor, budget development and monitoring, continuous quality and risk management, clinical and administrative supervision of program supervisors. Clinical and administrative supervision of service providers. Oversight of facilities and administrative manager. Demonstrate knowledge of behavioral health services and systems and be able to work within that structure. Required Qualifications:

A Masters or Doctorate in counseling, social work, or related field. Meet the criteria of a Qualified Mental Health Professional (QMHP) and pass a ODHS criminal background check, which may include fingerprinting. Licensure in a clinical field is required (e.g. LMFT, LPC, PsyD, PhD, LCSW). A minimum of five years experience providing family therapy, in-home services, and/or work with high risk families. A minimum of three years of supervisory experience in a related field is also required. Exceptional oral and written communication skills. Excellent computer skills in a Microsoft Windows environment, including proficiency with Microsoft Word, Excel, and database management and record keeping software.

Essential Duties and Responsibilities:

50% - Supervision

  • Provides group and weekly individual clinical supervision to clinical staff

  • Provides supervision toward licensure for clinical staff

  • Responds to therapist requests for clinical and administrative consultation

  • Participates with other supervisor and/or director to provide timely assignment of clients

  • Provides documentation of high risk and emergency cases

  • Reviews and monitors clinical records within the electronic client record (ECR), and signs documents to meet state regulatory standards for treatment plans and assessments

  • Monitors staff performance and contract compliance through the use of the electronic client record (ECR) and gives feedback to staff as needed

40% - Management

  • Oversees work of clinical and program supervisors, as applicable

  • Oversees work of administrative manager

  • Participates in the agency's quality improvement process and assists in meeting performance measures in established domains

  • Participates in the budgeting development process and monitors the fiscal viability on a regular basis

  • Responds to client crisis calls when therapist is unavailable

  • Provides after hours clinical support to therapists re: high-risk concerns

  • Participates in regular meetings with the behavioral health director and other supervisors.

  • Participates in staff hiring, onboarding, and retention

  • Conducts thorough orientation of new staff including training on the role and expectations of the contractor, intervention strategies, contract compliance, and mandatory reporting laws

  • Builds and maintains relationships with community partners

  • Communicates and ensures compliance with administrative requirements, including records compliance and productivity requirements; offers training and support as needed

  • Completes regular evaluations of staff to assess knowledge of and compliance with intervention strategies, including annual performance reviews

  • Knows and consistently implements all agency established policies, procedures, protocols, and personnel guidelines

  • Attends and participates in agency-wide supervisors meetings

  • Attends community partner meetings as assigned

  • Provides oversight of internship program as needed

  • Responds to general community calls/requests as needed, including formal and informal grievances

  • Consistently interacts with staff and clients in a manner that reflects the agency's mission and values

  • In collaboration with administrative manager, responsible for facility oversight

10% - Other duties

  • Responds to CCO referrals and inquiries as needed

  • Provides after hours on call coverage on a rotating basis

  • Maintains client confidentiality according to HIPAA and state guidelines

  • Keeps current of Medicaid Rules and regional CCO policies

  • Remains current on research and evidenced based practices

  • In conjunction with the Administrative Manager, addresses facility issues and needs

  • Assists with RFP completion, as needed

  • Other duties as assigned

Working Conditions:

  • Extended periods of time sitting or standing at workstation updating client records, phone work, and therapy sessions

  • Mobility and dexterity sufficient to assist clients and handle required job related functions and move about the facility

  • Ability to cope with clients who may use challenging or offensive language with potential for escalation to physical aggression

  • Requires continual mental concentration and attention to details; extended periods of focus and attention and computer use are frequently required

  • Strict deadlines must always be met, which may result in frequent stress

  • The changing and complex environment and limited resources require leadership skills that alleviate employee distress and maintain a quality of service

  • Able to make quick accurate day-to-day decisions based only on precedent and/or experience
