SENIOR LAND ACQUISITION/DISPOSITION OFFICER

Starting Salary: $71,004.00

This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, the Senior Land Acquisition/Disposition Officer performs at the fully functional level where positions work independently in the acquisition and/or disposition of City-owned property, and performs related duties as required.

ESSENTIAL DUTIES

· Participates in the acquisition and/or disposition of City-owned property, ensuring compliance with City ordinances and State regulations

· Researches property records, including ordering title searches of sites being considered for acquisition and disposition

· Reviews title commitments, researches City deeds, legal descriptions, clearing of open taxes, and other title encumbrances

· Coordinates with Department of Law in review of property closings, deed preparation documents, and other transactional documents to allow property to be sold

· Holds property closings and coordinates with title company

· Prepares staff reports and PowerPoint presentation materials for department review

· Prepares and files legal documents needed to sell or purchase property

· Participates in the preparation of ordinances required to dispose of or purchase City property

· Coordinates Architectural Design Review, Zoning Review, and other department reviews of land sales

· Updates and maintains property related data in the City-owned Land System (COLS) and tax-exempt status records for conveyed and sold parcels of land

· Responds to inquiries from managers, vendors, and operating departments concerning City-owned property

· Conducts field visits and site inspections of property to be bought or sold, as required

· Testifies at Community Development Commission and City Council Committees regarding proposed acquisitions and dispositions of property, as required

· Responds to customer service inquiries and represent the department on land sale programs

Additional duties may be required for this position

Location: City Hall, 9 th Floor

Days: Monday – Friday

Hours: 9:00am – 5:00pm

Qualifications:

MINIMUM QUALIFICATIONS

· Four (4) years of work experience in the acquisition and/or disposition of real estate property; OR

· Graduation from an accredited college or university with an Associate’s Degree in Business Administration, Real Estate Management, or a directly related field; PLUS at least two (2) years of work experience in the acquisition and/or disposition of real estate property; OR

· Graduation from an accredited college or university with an Bachelor’s Degree or higher in Business Administration, Real Estate Management, or a directly related field; PLUS at least one (1) years of work experience in the acquisition and/or disposition of real estate property

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interview candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
