The Role

The Director, Public Sector Program Management is responsible for aligning the people, processes, measurements, standards, and efforts across all Lumen customer lifecycle management phases, and has overall accountability to the Public Sector Program Management office for administering contract deliverables in compliance with awarded State, Local and Education (SLED) contract terms and conditions as well as meet Service Level Agreement (SLAs) deliverables in timely and accurate manner. The SLED PMO Director is responsible for strategic level planning and execution of Lumen’s managed SLED programs and executes multiple simultaneous activities in project management (technical and non-technical), contract performance management, compliance and regulatory oversight, financial program control, and continuous improvement, with significant customer and Lumen management coordination and interaction required to successfully direct SLED contract performance.

The Main Responsibilities

  • Directs activities of a department combining several disciplines or one discipline that is highly specialized and/or technically complex. Responsibility for the strategic long-term goals or is required to integrate diverse functions into a cohesive unit.

  • Participates in the development of corporate-wide and/or business unit strategic plans and policies, by providing direction to peer directors and managers to achieve business objectives

  • Plans, integrates, and directs cross-functional customer engagements at all levels by non-sales and sales teams to grow the business and ensure customer satisfaction; responsible for a holistic approach to the development of program solutions and process, enabling and equipping innovation.

  • Develop instrumentation approach for the business to assess performance vs. targets, refine strategic vision and identify additional areas for improvement, including all key leading indicators from a financial and operational perspective; provide analysis and implement actions on metrics to enhance productivity

  • Directs development and implementation of process improvements to ensure efficient Task Order and scope of work management meeting terms and conditions of the underlying customer contract.

  • Develops contract driven methodologies, procedures, and systems to produce reporting deliverables in compliance with state contract requirements.

  • Address key issues in organizing teams and determine methods for working with executive management, customers, and project stakeholders to foster effective communications on programs and/or projects

  • Develops and oversees a personnel development plan that ensures team members maintain and expand technical knowledge and skill sets

  • Develops contract negotiation strategies and participates in negotiations at the senior leader level.

  • Leads, directs, and approves Program Management Organization (PMO) contributions to contract and project proposals that cover the complete spectrum of the Lumen portfolio of products and services.

  • Motivate, coach, and develop program management individual contributors and managers, resolve organizational conflict, and provide positive recognition and feedback to employees and ecosystem partners.

What We Look For in a Candidate

  • Bachelors degree or equivalent education and experience. Typically with 8 - 10 years related experience and 3+ years experience at manager level; preferred focus in Program/Project, contract compliance, deliverables/operations management, and/or managing large complex programs.

  • Advanced technical knowledge and / or span of control. Position is either deep in content or broad in scope. May require integration of multiple functional specialties.

  • Full life-cycle development, a demonstrated ability to provide guidance and direction, proven experience in management and control of funds and resources, with demonstrated ability to manage multiple, concurrent ecosystem tasks.

  • Strong written and verbal communication, persuasion, and analytical problem-solving skills. Proficiency using Microsoft Office applications (Excel, Word, SharePoint, Project, and PowerPoint) required.

  • Ability to build and maintain a constructive team spirit where team members are committed to the goals and objectives of the organization.

  • Proven ability to form and develop teams to achieve cooperation and synergy in a matrixed environment.

  • Evidence of ability to shape teams with a commitment to company core values that outperform expectations with respect to assigned goals and objectives.

Compensation

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

Location Based Pay Ranges:

$149,084 - $198,779 in these states: AL, AR, AZ, FL, GA, IA, ID, IN, KS, KY, LA, ME, MO, MS, MT, ND, NE, NM, OH, OK, PA, SC, SD, TN, UT, VT, WI, WV, and WY.

$156,539 - $208,718 in these states: CO, HI, MI, MN, NC, NH, NV, OR, and RI.

$163,993 - $218,657 in these states: AK, CA, CT, DC, DE, IL, MA, MD, NJ, NY, TX, VA, and WA.
