Job Summary

Performs developmental assignments of increasing responsibility in work planning and project control including status, variances, progress, indicator tracking and control changes for projects or programs. Assists in the annual and project life cycle planning process for trend analysis, cost/schedule forecasts, cash flows, budget adjustments and project prioritization. Supports preparation of summary & detail level reports & trend analyses as required to keep organization program/project engineers and managers aware of the impact of forecasted or actual changes to their budgets, spend plans, and schedules.

Develops good communication and coordination skills to influence the general management of projects. Assists project teams by participating actively in logic sequence evolution, preparing schedules, estimates, economic evaluations, project cost/benefit analysis, and project approval packages. Supports processes including project change requests, lessons learned, work authorization, work management, and process improvement. Reviews contract costs and reports variances. Supports development of risk analysis reports & recommendations. Assists in field support activities during outages and construction for engineering, construction, plant, & partners.

May support the development/updating of scheduling or other management information system tools including developing methods and establishing links to other data sources.

Supports the process of tracking the physical progress of a project to ensure work is progressing as planned. Assists in selected project walk-downs to verify that progress reported is accurate and costs are charged to the proper work activities. Assists in the preparation of project closure documents.

Work assignments are made in accordance with theProject Control Progression Planwhich will document increased project control knowledge and experience.

Supervision Received

Assignments are clearly and specifically given and work is reviewed for accuracy and technical adequacy. Productive level work may be governed by standard operating procedure. Independent initiative is expected as experience develops.

Skills and Proficiencies (May be job or organization specific)

Basic Scheduling Techniques (CPM), Ability to use Scheduling Software (Primavera), PC software (Word, Excel, PowerPoint), General Project Management Concepts, Cost and Schedule Integration Techniques, Statistical Analysis, Engineering Economy, Financial Accounting Practices, Ability to use Mainframe Systems (IBS, Accounts Payable, WMPS), Ability to learn Engineering & Admin. procedures, policies, standards, safety rules, Communicate effectively both verbally and in writing.

Minimum Qualifications (Consistent with Classification Standard)

Education and Experience/Certificates, Licenses, and Registration Requirements/Other Requirements

Four year accredited degree in a technical field such as Industrial Engineering, Construction Management or an equivalent technical field (which provides the requisite analytical skills to perform project control functions. Experience in a construction, engineering, or electric utility environment using project control practices, methods, and procedures is desirable.

Must be able to obtain and maintain unescorted nuclear plant access and S-3 and S-4 medical qualifications when applicable. Must be able and willing to assume “on call” rotational assignments which may include 24 hour-a-day, 7 day-a-week availability. Must be willing and medically able to work rotating shifts and maximum overtime permitted by TVAN procedures during peak periods. Must be able and willing to travel to plant/field locations as required when performing assigned tasks and, as necessary, to be temporarily assigned to a field location.
