The Cigna Group Lead Strategy Officer for Express Scripts & Evernorth Care Management (Managing Director)(Hybrid) in Chattanooga, Tennessee
Lead Strategy Officer for Express Scripts & Evernorth Care Management will support and report directly to the Express Scripts & Evernorth Care Management Technology CIO and serve as an integral member of the Lead Team. This role will be responsible for leading the development and execution of the organization’s strategy, technology operations management, portfolio management, and act as a key advisor for internal business partners. The COO role involves aligning IT initiatives with business goals, managing IT governance, and ensuring the efficient and effective delivery of IT services.
Having the ability to develop strong relationships with business leaders across the enterprise is a critical component to the success of the individual chosen to lead this function. The COO will have oversight across the Pharmacy Benefits Management, Evicore, and Utilization Management, and will work closely with senior leadership to oversee day to day operations and alignment of business and technical strategies into efficient execution.
Core Responsibilities Include:
Strategy Development & Execution:
Develop and drive Express Scripts & Evernorth Care Management Technology roadmap. Oversee strategy deployment and delivery of the Express Scripts & Evernorth Care Management Technology function in collaboration with the CIO and Technology Leadership Team, and in close collaboration with Enterprise Architecture, in order to mature the posture of the Express Scripts & Evernorth Care Management Technology organization.
Partners with CIO and lead team on strategy development executes and enables the strategy set by CIO and lead team.
Delivers top level direction and leadership in Strategy interpretation and execution within Express Scripts & Evernorth Care Management Technology.
Partners closely with Tech Shared Services leadership teams to ensure alignment on strategy and execution of shared priorities, inclusive of Infrastructure, Digital, Data, Security Information and Enterprise Tech Operations.
Technology Performance and Operations:
Develops standards, processes and reporting for resource management, capacity management, risk management, investment and financial /KPI scorecards across portfolios.
Improves organizational dynamics, driving better business practices and strategic management. Leverages a broad network and strategic mindset to connect stakeholders and processes across the organization, ensuring the team meets/exceeds its goals and priorities.
Collaborates with Communications team to support internal communications for Express Scripts & Evernorth Care Management Technology organization.
Meets with the Express Scripts & Evernorth Care Management Technology CIO regularly to plan the week(s) ahead; provides information and deliverables to help the Technology Leadership team to optimize productivity and effectiveness and aligns on how to move projects and initiatives ahead. Attends and actively participates in key meetings and acts as a proxy for the CIO, where appropriate.
Creates processes to streamline operations, where applicable.
Provides oversight of special projects that may fall outside of standard day-to-day objectives and/or have no natural “home” in the organization.
Manages team backlog and collects applicable metrics, ensuring the proper information is shared with the Express Scripts & Evernorth Care Management Technology CIO and lead teams.
Provides overall IT risk management and governance for the Express Scripts and Evernorth Care Management Technology organization in partnership with technology owners to ensure technology risk is managed appropriately and systems meet appropriate standards.
Serves as an advocate and coach in the transformation to Agile practices.
Financial & Portfolio Management:
Directs the delivery, prioritization & coordination of all project and program outcomes and resources engaged within the Express Scripts & Evernorth Care Management Technology organization. This role assumes the overarching accountability to partner with leadership to maximize delivery and drive results of a complex project portfolio, achieving defined business goals and objectives.
Maintains focus on return on investment and proactively provides comprehensive financial information at the project, program and portfolio levels. Monitors and tracks overall portfolio project forecast vs project spend, performs variance analysis and identifies trends requiring process improvement
Evernorth SLT and People Leader:
Drives alignment and collaborates across Technology to resolve conflict and ensure consistency and clarity of strategic direction.
Maintains pulse of the organization, listening to what people are saying and understanding what they aren’t to identify and address underlying issues and related opportunities.
Establishes and maintains a strong partnership with technology and business peers, finance leadership, HR leadership, communications, and other critical internal partners.

Deep understanding of non-functional requirements and their importance to solution design
QUALIFICATIONS:
10+ years of professional experience managing a large scale, application development organization with direct responsibility for Software Development and Production Management.
5+ years of professional experience managing Technology Strategy/ Technology Operations, Program and Project Management and business analytics and reporting. Prior experience in Technology strategy/program management/consulting strongly preferred.
Deep expertise in Information Security best practices and standards.
Strong project management skills leveraging industry standard methodologies and experience in leading both Waterfall, Agile and Hybrid methodologies required.
Strategic thinker with a track record for developing innovative solutions to difficult problems.
Strong writing, verbal communication, listening and presentation skills. Able to absorb and filter through a lot of diverse information and present the key issue, trend or decision required.
Strong analytical / problem solving, organizational and process improvement skills; Business process mapping skills.
Strong relationship skills - - The ability to build trusted, productive partnerships between technology, business leaders and internal/external partners is a must.
Agility in dealing with a constantly changing business environment and areas of ambiguity.

For this position, we anticipate offering an annual salary of 210,400 - 350,600 USD / yearly, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
