Red River Facility Security Officer in Chantilly, Virginia

Red River is seeking a dynamic Facility Security Officer (FSO) who will serve as the crucial bridge between our security protocols and the seamless operation of our facilities. This exciting role is essential for safeguarding our personnel, assets, and information, ensuring that we meet and exceed all security regulations and requirements.

Duties:

  • Develop, implement, and manage security policies, procedures, and protocols to ensure compliance with company, customer, and government security requirements (e.g., NISPOM, DCSA regulations). This includes handling VAR requests, managing initial entry in DISS for foreign travel, and conducting follow-up debrief forms.

  • Maintain and continuously implement the Insider Threat Program, including conducting regular insider threat meetings and managing CMMC access requests.

  • Conduct security briefings, debriefings, and training for employees on security responsibilities, procedures, and best practices. This also involves verifying citizenship for security clearances and reviewing subject reports.

  • Manage the company’s facility clearance process, including maintaining records and coordinating with the Defense Counterintelligence and Security Agency (DCSA) and other government agencies. This includes initiating re-investigations and managing clearance transfers for new hires.

  • Serve as the primary point of contact for all security-related inquiries and issues from employees, customers, and government representatives. To his includes creating, issuing, and correcting DD-254 forms and managing CAC card issuance and verification.

  • Conduct regular security assessments, audits, and inspections to identify potential vulnerabilities and implement corrective actions. This includes conducting self-assessments to meet Facility Clearance Level (FCL) requirements and preparing for DCSA assessments.

  • Oversee the company’s access control systems, visitor management protocols, and security clearances for employees and contractors. This includes managing DISS, NISS, and NBIS records.

  • Analyze security issues and provide focused solutions, effectively communicating information to various audiences. Highlight security risks to senior management and program managers as identified. This includes handling and reporting security incidents and implementing Security Executive Agent Directive 3 (SEAD3) requirements.

  • Perform quarterly audits to ensure compliance with security policies and procedures. This includes implementing and managing the Electronic Communications Monitoring Policy and Technology Control Plan (TCP).

  • Administer day-to-day security for DoD and other agencies' onboarding procedures, including security violation investigations, visit certifications, incident reports, foreign travel, TASS forms, and review of DD-254 and its appropriate flow-down to subcontractors.

  • Collaborate with management and other stakeholders to integrate security requirements into business processes and operations.

  • Manage all aspects of the National Industrial Security Program (NISP) and other security activities for a non-possessing facility.

  • Stay current on security trends, regulations, and best practices to recommend enhancements to the company’s security program.

  • Ensure annual training requirements for DCSA are met.

Requirements:

  • Bachelor’s degree in a related field or equivalent experience.

  • Approximately five years of experience as a Facility Security Officer (FSO) in a government contracting environment or relevant industry.

  • Approximately five years of experience as the Insider Threat Program Senior Official (ITPSO).

  • Thorough knowledge of security regulations and guidelines, including 32 CFR Part 117, National Industrial Security Program Operation Manual (NISPOM), DCSA requirements, and other relevant security standards.

  • Demonstrated use of security databases: DISS, NBIS, NISS, etc.

  • Strong understanding of security principles, practices, and procedures.

  • Excellent communication skills with the ability to interact effectively with employees, customers, and government representatives.

  • Detail-oriented with strong organizational and problem-solving skills.

  • Working knowledge understanding of government security protocols across (multiple agencies). and confidentiality requirements. Ability to handle confidential and sensitive information with discretion and professionalism.

  • Ability to work in a fast-paced, collaborative environment.

  • Current Top-Secret clearance.
