Summary

This position is located in Carlsbad, NM. A successful incumbent in this position will provide oversight of WIPP (Waste Isolation Pilot Plant) contractor performance of security operations, including planning, implementation, and administration of the WIPP security program.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-11:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Experience detecting and measuring security operations, including physical security, personnel security, operational security, and counterintelligence. Coordinates with the Security Program to plan, schedule and conduct projects and studies to evaluate security operations. Knowledge of a wide range of security-related directives, policies, standards and procedures, including Agency Orders, technical specifications, manuals, and site regulatory requirements.

Ability to monitor and evaluate Security Operations, including physical, personnel, and operational security and counterintelligence.

Ability to consult with the Security Officer to determine which projects to initiate, to develop deadlines, and identify resources required to carry out assignments.

Ability to use judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. The incumbent analyzes results and changes.

Ability to resolve a variety of security problems, questions, or situations, such as those assigned for monitoring established security systems and programs or performing independent reviews and recommending actions involving well-established criteria, methods, techniques, and procedures.

Knowledge and skill in applying of the methods and techniques of written and oral communication in order to distill complex technical issues down to their essential elements and effectively present them to non-technical management officials. Analyzing and assessing, on a quantitative and qualitative basis, the effectiveness of security operations in meeting established goals and objectives. Knowledge of a wide range of security-related directives, policies, standards and procedures, including Agency Orders, technical specifications, manuals, and site regulatory requirements.

Knowledge of auditing and surveillance methods and techniques in order to conduct assessments of the adequacy of security controls including preparation, scheduling of appraisal activities, review of previous activities and interpretation and analysis of findings.

Ability to consult with the Security Officer to determine which projects to initiate, to develop deadlines, and identify resources required to carry out assignments.

Mastery knowledge of and skill in the application of a wide range of security-related directives, policies, standards and procedures.

Extensive Knowledge of nuclear security in order to effectively prevent the misplacement, loss, theft, misuse, sabotage, destruction or harm of all equipment, facilities, information, materials and systems associated with the characterization, treatment, measurement, packaging, and transport.
