U.S. Army War College Director of Applied Communications and Learning Laboratory in Carlisle Barracks, Pennsylvania

Summary About the Position: This is a full-time faculty position as provided under Title 10 USC 4021. Initial appointment may be up to three years, the first of which may be a trial period. Appointment may be renewed in one- to five-year increments thereafter. Academic rank and salary will be based on academic credentials, experience, and professional accomplishments. Responsibilities Provide effective and innovative leadership to a team focused on executive communication in an adult learning environment. Form cohesive and high functioning teams from across the institution; develop an organizational vision and lead efforts to realize that vision. Directly supervise up to 5 employees and indirectly manage additional contract support personnel. Provide financial management and oversight of funding and contracts. Develop and manage programs for developing senior and executive-level communication competencies applied in a national security context. Engage in outreach; identify best practices; connect and develop relationships with academic, civilian, and military institutions. Identify opportunities for innovation and experimentation in developing executive communication skills. Serve as a change agent. Lead efforts aimed at organizational effectiveness, improvement, and development. Work collaboratively across a wide range of stakeholders to improve communication outcomes across all educational programs. Teach, conduct research, and provide internal/external service relating to the items described above. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens This is a full-time term appointment in the excepted service not to exceed 3 years. Appointment may be extended in one- to five-year increments thereafter. As a term employee you will be eligible for medical insurance, life insurance, retirement, dental and vision. Qualification Requirements: Degree: behavioral or social science; or related disciplines appropriate to the position; or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the Qualification Requirements above, applicants will be rated on the following: SELECTIVE PLACEMENT FACTOR/KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Applicants will be rated on the criteria listed below: 1. Demonstrated skill in leadership and management such as experience with project management, including personnel and financial management. 2. Skill in refined verbal, writing, and visual communication such as, advising senior governmental leaders and assessing and/or developing executive communication. 3. Ability to provide graduate-level professional military education and faculty development in an adult learning environment. 4. Interpersonal skills such as, working collegially with diverse (military, civilian, foreign) graduate students, faculty, staff, and administrators; professional network enabling access to academic institutions, think tanks, government agencies, senior military commands, non-governmental organizations, etc. 5. Demonstrated ability as an instructor, curriculum developer, instructional designer, and/or faculty developer, particularly at the graduate or executive level and preferably in a professional military education environment. 6. Ability to advise student and faculty research projects. 7. Academic Accomplishment: Graduate degree in communications or a field relating the curriculum of the Army War College is preferred. A terminal degree is preferred. Situational telework is approved on a case-by-case basis, where the hours worked were not part of a previously approved, ongoing, and regular telework schedule.
