The Role

The PNT & Navigation Warfare (NAVWAR) Manager is responsible for all phases of planning and execution of all KBR led activities within the Australian Defence Force - Joint Navigational Warfare Centre (ADF-JNWC). The role will report to the GM of the Business Line, and leads all assigned staff to deliver contracted work and organises, coordinates and controls the project in accordance with the established policies, procedures, systems, and requirements approved by the client and KBR.

They have responsibility as the primary point of contact with the customer for all matters regarding the delivery of the program, including day to day contact and communication, focusing on winning and delivering contracted work and ensuring client satisfaction with KBR. The Senior Program Manager Navigation Warfare possesses detailed working knowledge of:

  • NAVWAR and PNT operational concepts

  • ADF and Five Eye satellite, NAVWAR and communications and/or Joint C4ISREW capabilities

  • Space Operations & Space Domain Awareness

  • Defence Capability Development

  • Telecommunications, RF, electronic or related systems

  • Project Management

The role requires a high degree of autonomy and a collaborative approach to working in a team to develop solutions that will ultimately promote growth and capability development in the Mission IT and Security Solutions line of business

The key responsibilities of the role will include, but is not limited to:

  • Pro-active client engagement and establishment of effective communication channels at all levels within the client organisation, broader Defence, Whole of Government and other communities of interest (FVEY partners).

  • Leadership of staff and sub-contractors assigned to the ADF-JNWC, including Performance Management, succession planning, talent identification, mentoring and professional and career development.

  • Leadership of the Navigation Warfare business, with responsibility for budgeting, cost management, end of month financial processes and reporting, and ensuring continuing conformance with governance processes.

  • Manage the quality of outputs from Navigation Warfare team members ensuring delivery of product that enhances the perception of the KBR brand with the customer.

  • Management of safety (HSSE) and business risks, and development and implementation of appropriate action plans to remediate as needed.

  • Manage and deliver ADF-JNWC reporting requirements within the project, as otherwise agreed with the client, and as required by KBR processes.

  • Undertake business development activities to contribute to growth of the Navigation Warfare business, including the leading and / or contribution to Proposals, including development of pricing.

  • Perform other reasonable duties as directed by the General Manager.

Required Qualifications, Experience and Knowledge

Essential:

  • Project Management qualification or equivalent professional experience, inclusive of workforce management

  • Minimum 12 years’ experience within Defence capability development, navigation warfare and/or Joint C4ISREW environments

  • Deep understanding of defence systems, technologies, and industry regulations; familiarity with government contracts and acquisition processes

  • Demonstrated expertise in stakeholder engagement, client relationship management and communications management

  • Strong leadership and team management abilities, with experience in guiding multidisciplinary teams toward common goals

  • Excellent verbal and written communication skills, with the ability to articulate complex technical information to diverse audiences

  • The ability to obtain and hold an Australian Defence Security Clearance NV2 (minimum) or TSPV (preferred)

Desirable:

  • Bachelor or Masters/PhD in relevant engineering field or commensurate qualifications related to the technologies associated with Assured Positioning Navigation and Timing

  • General business skills including development and delivery of financial reports, business cases, contract management and business performance reports

  • Strong problem-solving and analytical skills, capable of making data-driven decisions in complex and dynamic environments
