Responsibilities A GS-0201-9, HR SPEC: Responsible for oversight administration and implementation of policies pertaining to state medical affairs, and exercise of programs in one or more of the following areas: Line of Duty (LOD) Investigation Program, Incapacitation Pay Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program. Cases have major effects on career or service as they may result in unfavorable career separation or loss of status. Ensures that regulatory requirements related to the specific action or interviews personnel to obtain needed data. Coordinates with the Human Resources Command (HRC), National Guard Bureau (NGB), the Department of Health Agency (DHA), Tri-Care, Regional Medical Command, the Military Treatment Facilities (MTF), Regional Army Commands, State and regional counterparts, and members at all unit levels. Serves as the advisor to the Supervisory Human Resources Specialist on issues of health care, sources of healthcare, and medical aspects of Soldier readiness. Collects, analyzes and provides statistical reports to the Supervisory Human Resources Specialist within the state regarding the health services programs. As required, organizes, coordinates, and provides briefings and training for workshops, seminars, and conferences. Attends events on behalf of the Supervisory Human Resources Specialist as needed. Manages the funds associated with the appropriate programs and provides accounting for expenditures as required. Provides updates of fund execution, projections, and unfunded requests. Synchronizes with overall fund manager and provides feedback to program manager. Provides advice and guidance to other personnel on actions in areas of expertise, as well as advice, instructions, and interpretations, as needed, to lower echelons. Responds to inquires and various correspondence within respective areas and ensure maintenance of an action file for all responses. Oversees, observes, and advises the release of sensitive information in accordance with HIPAA and Privacy Act standards concerning individual military members and mission requirements. Coordinates, assembles, monitors and ensures the proper conduct of medical boards, and participates as required. Provides tracking, over-sight, assistance and follow-up to issues identified through all medical aspects of Soldier readiness. Assists with or conducts onsite training as requested or required by supported units and activities. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures to applicable programs. Provides guidance to all users through the development of policies, procedures, standard operating procedures (SOPs) and electronic tracking systems; as well as dissemination of information related to the appropriate program. Publishes guidance to enhance and simplify completion and submission of related actions. Responsible for the overall training and professional development of full-time AGR, technicians and contractors. Other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Military Grades: E4 - E7, O1 - O2 Compatible Military Assignments: MOS Immaterial - Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action. - Participation in direct deposit is mandatory. - All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Army National Guard for continued employment. Qualifications GENERAL EXPERIENCE: Experience analyzing problems to identify significant factors, gathering pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or at least 24 months of experience which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. *Knowledge of Line of Duty policy and procedures Knowledge of the Incapacitation Pay program and ability to calculate military pay. *Familiar with IPPS-A transactions, DAMPS, iPERMS and RCAS. *Knowledge of the following regulations AR 40-501, AR 600-8-4, AR 135-381, AR 40-58 Knowledge of separation procedures and processing to include retirement and medical separations. *Knowledgeable with AR 25-50 and utilization of Microsoft Outlook, Excel, Teams, Word and Power-point *Understanding of the physical profile system *Understanding of AR 40-66 Medical Records Administration Education Education Requirements: High School Diploma or GED. Substitution of Education for Specialized Experience: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related To receive credit for Education, you must provide transcripts or other documentation of proof to support your Educational claims.
