Army National Guard Units HUMAN RESOURCES SPECIALIST (MILITARY) Title 32 in Camp Mabry, Texas

Summary This position is located in the MILPO Personnel Services section on Camp Mabry located in Austin, TX. This position serves as the senior personnel NCO and has responsibility for overseeing and ensuring the accomplishment of work performed in the areas of personnel management and administration. Texas is one of 9 states with NO state income tax. Responsibilities As a HUMAN RESOURCES SPECIALIST (MILITARY) Title 32 with the Texas National Guard, your duties will include, but will not be limited to: Serves as an advisor to the commander and staff on the brigade human resources (HR) program. Interprets policy and provides procedural guidance to the commander, staff members and individual military members. Keeps current on and ensures the implementation of new policy statements, regulations and directives. Develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters. Provides customer service to all service members, veterans, retirees and their dependents with processes and information regarding DEERS/RAPIDS, ensuring customers have access to benefits of USIDs and CACs. Assists in the preparation for and executes command level inspections of subordinate units in the area of personnel and administration. Identifies trends and develops recommendations based on analysis of subordinate feeder information, recurring reports, and findings of assistance visits and inspections.(3) Accomplishes or reviews a variety of military HR transactions including appointments, enlistments, flagging actions, reassignments, separations, promotions, duty assignments, transfers, medical evaluations, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher level military personnel office. Controls the organization's medical readiness programs. Monitors the status of health assessments within the organization and ensures appropriate scheduling and completion. Ensures the timely completion of and reviews LOD investigations. Provide technical guidance to subordinate unit administrative personnel in the preparation of formal and informal LOD investigations. Functions as a technical advisor to appointed investigating officers and subordinate commands on the completion of formal LOD investigations. Prepares and forwards required documentation for officer promotion packets for required state and federal board actions. Conducts records review with officers and updates records in preparation for upcoming officer board actions. Provides guidance to organizational personnel and dependents concerning benefits and entitlements, i.e. career progression, bonus programs, educational opportunities, retirement, etc. Provides administrative support to potential applicants and evaluates qualifications for officer/warrant officer appointment packets. Renders authoritative explanations of regulations, methods, procedures, and exceptions involved in individual cases. Reviews and/or assembles supporting documentation required at higher levels when processing actions such as involuntary order to active duty, courts martial, fraudulent enlistment, non-selection for retention, administrative discharges, etc. Monitors and reviews reports furnished by higher level military personnel offices to identify trends and assist with the management of personnel readiness within the organization. Conducts and/or participates in Soldier Readiness Processing (SRP), and unit mobilizations and de-mobilizations. Provides counseling to service members on available benefits, accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Realtime Automated Personnel Identification System) information and allows the service member to perform a general review of their record. Performs various administrative duties relating to military personnel involving the composition and distribution of correspondence, publications, reports, orders, etc. May serve as the file systems manager for the Brigade/Group/Troop Command personnel/administration section. Identifies and maintains the publication requirements and accounts for the organization and subordinate elements. Functions as the postal manager for the organization. Provides personnel-specific information in developing plans for recruiting and retention within the command. Gathers and prepares information concerning personnel accessions, retention, attendance, and attrition. May prepare press releases, articles, announcements, or advertisements for submission to local news media designed to make the public aware of the National Guard and their role in the community and in national defense. May plan, organize and assign work to employees engaged in personnel and administrative work assigned at the command level. Provide technical assistance and guidance to assigned employees. Revise assignments or details employees to other duties as necessary to meet changing work situations, deadlines, or priorities. Performs other duties as assigned. Requirements Conditions of Employment Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Army National Guard and wear of the military uniform. Upon selection, individuals must be assigned to a compatible military duty position in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements within one year of appointment. MOS/BR: Enlisted MOS: 42A Military Grades: Enlisted E-4/SPC not to exceed E-6/SSG Qualifications Specialized Experience: To qualify at the GS-09 grade level your resume must include relevant experience with beginning and ending dates of employment reflecting at least one year of specialized experiences at the GS-07 level or the equivalent in 1-year with skills in applying, fundamental military human resource management principles and practices; and standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within the particular area of assignment. AND In-depth knowledge of applicable regulations relating to the field of military human resources management to provide regulatory guidance and recommendations on personnel actions (i.e. discharges, promotions, flagging actions, reassignments, reductions, awards and decorations, personnel evaluation reports, military code violations, LOD investigations/determinations, benefits, etc). AND Knowledge and ability to research and analyze information where judgment is required when only the spirit or intent of governing regulation is available. AND Knowledge of administrative and personnel actions to conduct subordinate unit inspections and assistance visits, identify trends, conduct analysis, and develop recommendations to enhance personnel readiness. AND Knowledge of personnel authorizations, unit manning documents, and duty assignment requirements and criteria sufficient to maintain personnel readiness levels. AND Knowledge of personnel deployment requirements to inspect individual mobilization files, review and monitor the status of subordinate unit's personnel and medical deployment requirements. Provide feedback to command for follow-up action. AND Knowledge of administrative medical actions to provide procedural guidance to organizational personnel in the management of LOD's, periodic health assessments, profiles, medical MOS retention boards, fitness for duty boards, and vaccinations. Knowledge of procedural and regulatory guidelines required to advise LOD investigating officers. AND Knowledge of organizational strength maintenance procedures to assist in the performance, coordination, and support of recruiting activities. AND Knowledge of officer and enlisted promotion systems sufficient to provide procedural guidance and to review packets for accuracy. AND Knowledge of accession and appointment requirements for officer and warrant officer candidates, administrative regulations sufficient to train organizational personnel in the administration of postage accounts, file systems, publications, and correspondence. AND Knowledge of office automation programs sufficient to manipulate database and spreadsheet information in a format as required by the organization. Ability to use automated or manual systems for preparing of reports and correspondence. AND Ability to communicate effectively both orally and in writing, with individuals, supervisors, and management. or A master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a major directly related to the position of a Human Resources Specialist. or Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level.
