Description
General Statement of Duties
Performs skilled manual work associated with construction, repair, and maintenance of public works facilities and infrastructure; does related work as required.
Distinguishing Features of the Class
This is responsible manual work involving the construction, maintenance and repair of the City-County public works facilities such as freshwater lines, sewage collection and storm drain systems, roads, parks and recreation facilities, irrigation and water systems. The work is performed under the general direction and supervision of the Road Superintendent, Water Operations Manager, Metro Operations Manager, Water Maintenance Superintendent, Parks and Recreation Superintendent, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the supervisor, other Public Works employees, and the general public. Direction may be given to other Laborers.
This position is covered under a Collective Bargaining Agreement between the City-County of Butte-Silver Bow and the Laborers’ International Union of North America, Local No. 1686 (Public Works).
Duties/Responsibilities
Examples of Essential Work (Illustrative Only)
Inspects water lines for problems and performs maintenance or repairs work as required;
Operates jackhammer to break up asphalt and concrete;
Repairs or replaces water hydrants;
Repair or replace broken, frozen, or stopped water meters;
Installs and tests plumbing fittings to repair water lines;
Performs preventive maintenance and repair to sanitary and storm sewer lines;
Inspects sewers for problems and schedules maintenance or repairs work as required;
Operates rodding machine to clear plugs in sewer lines;
Installs taps for new private sewer lines;
Repairs or reconstructs catch basins and manholes;
Operates jackhammers, foaming machine, tapping machine, and other machinery associated with cleaning and maintaining sewer systems;
Reads blueprints and maps to locate liners;
Directs clean-up operations after rain, wind and snowstorms, including the removal of debris and snow;
Performs maintenance procedures on crusher and hot mix facilities as directed;
Work on crews demolishing condemned structures;
Repairs and replaces street signs;
Designs sprinkler systems for City-County park facilities as required;
Installs and maintains sprinkler systems in good working order, including spring start-up and winterization;
Repairs and maintains sprinkler system valves, timers, and lines;
Repairs, maintains and performs daily, weekly and monthly checks on Splash Park and Pool and associated tests to keep chemical balance;
May serve as a working crew leader and trains, advises and counsels work crews and individual employees as necessary;
Inspects work in progress and upon completion to ensure conformance with instructions or standard procedures;
On call during months the Splash Parks and Pool is in operation
Attends meetings, conferences and workshops as requested and authorized;
Performs related work as required;
BMP Installation;
On-call to respond to emergency situations;
Weekend and rotating shifts are required;
Performs all duties and work assignments in a safe, healthy and environmentally sound manner. Specifically, complying with the Health and Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment and attending safety-related meetings, training sessions, fit testing, etc.
Performs all duties and work assignments in compliance with project quality requirements.
Acts responsibly and ethically, and in conformance with generally accepted business, occupational and professional standards
Performs related work as required
Qualifications
Required Knowledge, Skills and Abilities
Good knowledge of the practices, materials and equipment used in the maintenance of public works infrastructure, such as roads, water lines, irrigation systems, fresh and wastewater collection systems, parks and recreational grounds and facilities;
Good knowledge of the layout of the City-County's water distribution systems, sewers, and roadways and the current state of maintenance and repair of each system;
Good knowledge of the operation of the tools and equipment used in the maintenance and repair of water lines or roadways, and of the maintenance and repairs of such tools and equipment, such as trenchers, jackhammers, jet equipment, rodder and rooter machines, skidstears and associated equipment, and pickup truck mounted plow equipment;
Good knowledge of water drainage principles and practices;
Good knowledge of the hazards and safety precautions involved in the maintenance and repair of roads, water systems, sewer systems, and parks and recreational facilities;
Good knowledge of conditions that require the quick closure of streets and the establishment of detours to protect automotive and pedestrian traffic;
Some knowledge of traffic safety and laws;
Ability to communicate well with supervisors, employee and the general public;
Ability to establish and maintain effective working relationships with other employees, supervisory personnel, homeowners and business owners and tenants, and the general public;
Ability to direct, motivate, and coordinate the work of others;
Ability to train others in their assigned duties and responsibilities;
Ability to use logical thought processes to develop solutions according to written specifications and/or oral instructions;
Ability to perform a variety of technical, maintenance and repair tasks with accuracy and speed under the pressure of time-sensitive deadlines;
Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
Ingenuity and inventiveness in the performance of assigned tasks.
BMP Storm water management
Acceptable Experience and Training
Graduation from high school; and
Some experience in the maintenance and repair of water distribution systems; or
Some experience in the maintenance and repair of sewer systems; or
Some experience in the maintenance and repair of roadways; or
Some construction and/or grounds maintenance experience preferred; or
Some experience with irrigation systems; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications
Laborers in the Water Division must possess a Commercial Driver’s License of a Class B or better, issued by the State of Montana.
Must pass a pre-employment drug and alcohol screen and register with the Federal Drug and Alcohol Clearinghouse.
For laborers working in the Water Division, the ability to acquire a Class I Water Distribution Certificate, issued by the State of Montana is required in order to advance within this department.
For laborers working in the Metro Sewer Division, the ability to acquire a BMP 101 Certification issued by the DEQ.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.“2.08.010 Residence during employment.
From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
