TEXAS DEPARTMENT OF TRANSPORTATION E049 Transportation Seal Coat Specialist I, II or III - Brownwood Operations in Brownwood, Texas
Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.Essential Duties:Assists with project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.Coordinates engineering field staff activities and provides technical assistance in resolving construction problemsCoordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.Coordinates with staff and/or area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations.Develops and prepares consultant work orders and agreementsEnsures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.Evaluates and analyzes design issues.Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment.Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.Monitors contracting, construction record-keeping and construction records auditing activities for multiple construction projects.Monitors material testing requirements and results for compliance with specifications.Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.Provides technical expertise and coordination for maintenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports.Provides technical expertise and coordination of transportation programs in a district or division in the following functional activities:Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.Reviews formal contract disputes and claims; recommends or develops timely solutions that comply with plans, specifications and policy and serve as precedent for other projects.Works with Federal Highway Administration representatives to ensure compliance with regulations.Performs other job responsibilities as assigned.Additional Duties of a Transportation Specialist II: Serves as program coordinator responsible for coordination of advanced engineering/architectural projects from initiation to completion.Additional Duties of a Transportation Specialist III:Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underwayAssists in planning, developing, administering and monitoring district maintenance contracts and service agreementsProvides technical expertise and oversight/coordination of transportation programs in a district or division in the following functional activities: Seal Coat plan review, Coordination and Inspection.Serves as program coordinator responsible for coordination of highly advanced engineering/architectural projects from initiation to completion.
