This position exists to perform the oversight of the household hazardous waste (HHW) program. Specifically, program administration, contract coordination, policy development and serving as the HHW program representative to internal and external parties.
Minimum Qualifications
Two (2) years advanced professional experience in planning, implementation and administration in the areas of solid waste, hazardous waste and/or a simliar field. (Advanced professional-level experience is equivalent to Planner Senior State, Environmental Specialist 3, State Program Administrator Senior or equivalent level work). Advanced professional experience includes a demonstrated progressive level of responsibility and leadership experience, as well as experience managing programs, projects and contracts.(A bachelor’s degree in physical sciences, environmental sciences, public health, public policy, or related field can substitute for 1 year of experience)
AND
Ability or experience in leading project teams, tracking progress and managing toward the achievement of a common goal in a specified timeframe.
Experience in project management and developing and implementing plans, projects, and deliverables effectively.
Excellent communication skills, including the ability to effectively communicate in written and oral communication with different kinds of audiences.
Possess a valid Driver's license (see additional requirements).

Preferred Qualifications
Knowledge of environmental regulatory structures and of hazardous waste principles.
Experience developing contracts and/or utilizing state contracts for purchasing goods or services.
Experience developing policy and/or working on legislative initiatives.
Certifications or training related to hazardous waste or household hazardous waste management (example HAZWOPER certification, HHW/VSQG collection operations, DOT HAZMAT awareness, etc.).
Experience working with Extended Producer Responsibility (EPR) programs.
Understanding of Household Hazardous Waste (HHW) program structure and operations.
Ability to develop and maintain partnerships with Local Units of Government and other stakeholders.
Experience with environmental program development and leading multiple high-level projects at once, including activities such as developing and conducting public input processes and community engagement, and incorporating community and stakeholder input into policy and program development and implementation, writing reports and correspondence, and evaluating program results.
Understanding of the concepts of environmental justice and equity, and experience in applying these concepts to program development and implementation.
Education or experience in data analysis sufficient to work with technical staff during the planning processes.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.
Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
