Through visitor engagement, educational programming, and lots of behind-the-scenes work, Operations keeps the network of state parks open, accessible, and welcoming for all. * * Job Opening: The Department of Conservation and Recreation, Bureau of Pool and Waterfront Safety seeks applicants for the position of Pool and Waterfront Safety Recruitment Manager - Program Manager V. * *Note: Both resume and cover letter are required to apply. Please ensure attachments are marked “as relevant” in the application form. * *Specific Duties: ThePWS Recruitment Manageris responsible for overseeing the recruitment, retention and engagement of approximately 800 lifeguards, water safety instructors, pool managers, waterfront supervisors and additional PWS staff needed to operate DCR pools and beaches across the Commonwealth. Under the direction of the Director of the Bureau of Pool and Waterfront Safety (PWS), thePWS Recruitment Manageris tasked with coordinating, implementing and evaluating recruitment strategies designed to increase staff diversity within Environmental Justice communities. ThePWS Recruitment Managerwill be responsible for assessing and enhancing PWS employee retention across all regions. The Manager shall be responsible for maintaining benchmarking data relative to employee wages, bonuses and incentives at pools and beaches in Massachusetts as well as at agencies of comparable size and complexity across the country,planning and implementing the annual Lifeguard Games, and developing and implementing an internal employee recognition program for PWS staff. Coordinates with American Red Cross for Professional Rescuer Award recognition as appropriate. Additionally, thePWS Recruitment Manager: Coordinates with PWS Regional Managers (M4s) within each region on the development and implementation of region-specific plans and strategies for employee recruitment and engagement, including off-season engagement opportunities, so as to positively impact retention rates and facilitate in-season operations at established staffing levels. Monitors and assesses employee satisfaction and engagement through the use of tools including, but not limited to, surveys, focus groups, and on-site facility assessments. Monitors industry trends regarding wages, bonuses and incentives. Provides direction and guidance to PWS Regional staff in fostering a workplace culture and environment wherein staff feel supported and are motivated to return the following summer. Works with PWS Director of Training to develop relationships with area organizations that provide certification and training for lifeguards to enhance DCR recruitment efforts. Collaborates with DCR Communications, Graphic Artist, and Web Development staff to develop organic content (photos/videos/text) for use on the DCR website and social media outlets. Ensures PWS website contains accurate and up-to-date information concerning PWS employment. Identifies and develops content, scripts and strategies for print/online/radio advertising within targeted geographic areas of need while remaining within budgeted amounts. Works closely with EEA HR and DEI staff to ensure recruitment and hiring protocols are consistent with EEA policies. Works with the Bureau Business Manager and Regional Administrative Coordinators to implement processes, procedures and work flows that facilitate the onboarding of seasonal staff across all regions. Makes signing and retention bonus determinations. Supports the Bureau’s mission to provide a safe and high-quality visitor experience at pools and designated swimming areas across the Commonwealth by assisting with supervising day-to-day operations and maintenance of pools and designated swimming areas thereby ensuring all pools and designated swimming areas (DSA) are operated in compliance DCR policies, Mass DPH regulations as well as the Bureau of Pool and Waterfront Safety’s/Designated Swimming Area and Pool Standard Operating Procedures Manual./ The manager is required to visit these facilities during hours of operation to monitor for compliance. From Memorial Day to Labor Day, thePWS Recruitment Managershall be required to work at least one weekend day. Frequent travel across the Commonwealth is required. Assists Bureau Director with the assessment, development and implementation of Bureau policies, standard operating procedures and systems to best address recruitment challenges and retention concerns. * * PREFERRED QUALIFICATIONS Knowledge of best practices for employee recruitment, engagement and retention, with particular experience and success in the area of youth recruitment. Knowledge of laws, regulations and industry standards and best practices governing lifeguard, waterfront and pool operations. Experience as a lifeguard or Lifeguarding Instructor strongly preferred. Knowledge of health and safety guidelines pertaining to pools and beaches. Ability to implement the Department and Bureau’s mission. Strong organizational skills. Strong verbal and written communication skills. Ability to work independently as well as on a team. Ability to foster healthy workplace relationships focused on trust and communication with seasonal staff. Possession of a valid driver's license. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
