Purpose

Liberty is seeking an experienced Senior Manager, Water Quality to lead our water and wastewater compliance programs across multiple states. In this role, you'll play a critical part in ensuring the safe delivery of water to our customers, leading a team of regional water quality experts, and supporting company-wide compliance with evolving state and federal regulations. You will work closely with operations leadership, regulatory agencies, and legal partners, while also mentoring and developing our next generation of water quality leaders. You will report to the VP of Water Technical Services.

Accountabilities

  • Manage all aspects of water quality monitoring, testing, and compliance reporting for all Liberty water utilities

  • Partner with Directors of Operations, Supervisors, and Water Quality teams to plan, schedule, and oversee testing programs to meet all permit, state, federal, and Company requirements

  • Ensure full compliance with National Primary Drinking Water Regulations, state potable and recycled water regulations, and wastewater standards

  • Submit timely, accurate reports to all applicable regulatory agencies

  • Oversee the daily activities and professional development of Water Quality Analysts across Liberty’s operating regions

  • Confirm wastewater compliance activities and support local operations teams

  • Track, analyze, and respond to proposed regulatory changes at state and federal levels

  • Develop compliance strategies and implementation plans to meet emerging regulatory requirements

  • Monitor and forecast water quality compliance and wastewater treatment costs

  • Support regions with budget planning and rate-making activities related to water quality and treatment

  • Act as a key liaison with regulatory agencies, legal counsel, and third-party laboratories

  • Support regional teams in building strong, positive relationships with state and local regulators

  • Stay current on scientific and technological advances in water and wastewater treatment

  • Partner with Engineering teams to ensure capital projects align with water quality and wastewater standards

  • Participate in emergency response activities and champion a strong safety culture within the team

  • Perform other responsibilities as requested by leadership

Education and Experience

  • Bachelor’s Degree in Chemistry, Biology, Environmental Science, Water Resources, or a related field required

  • 15+ years of progressive experience in water quality management or regulatory compliance, including 5+ years in leadership roles

  • Water and/or Wastewater certifications preferred

  • Deep understanding of water quality and wastewater regulations at the federal and state level

  • Strong leadership and mentoring abilities

  • Excellent collaboration and communication skills across all organizational levels

  • Ability to analyze technical information and regulatory updates to inform strategic planning

  • Experience managing budgets and contributing to rate-making processes

  • Ability to travel occasionally across Liberty’s regions to support operational teams and regulatory relationships

Compensation

California salary range: $148,473 - $222,709 per year

New York salary range: $142,018 - $213,026 per year

Pay ranges for all other states based on geographic location.

*Liberty considers several factors when extending an offer, including but not limited to, the role and responsibilities, a candidate's work experience, education, training and skills, and geographic location. Base pay for this role is expected to fall within the min to mid-point.
