HealthPartners Manager, Payroll in Bloomington, Minnesota
HealthPartners is currently hiring for a Payroll Manager; The Payroll Manager provides day to day management of payroll and workforce management support teams for system wide HealthPartners employers. Manages the preparation and maintenance of multi-employer payrolls, tax reporting in many states, enterprise-wide time and attendance and staff scheduling systems. Oversees the development, implementation, and maintenance, processes, workflow and communication of the payroll, time and attendance and scheduling systems. Responsible for providing data, information, options and solutions for automating all HR-Payroll processes including maintaining employee information, schedules and pay practices. Manages and develops Payroll staff to ensure the delivery of excellent customer service to our employers, leaders and colleagues. All Payroll and Payroll Systems services are enterprise-wide systems and are critical to operations and colleague satisfaction. MINIMUM QUALIFICATIONS: Education, Experience or Equivalent Combination: 8-10 years of progressive payroll experience including a minimum of 5 years supervisory experience. Bachelor's degree in business, Finance, Accounting or related field Expertise with computerized payroll systems and workforce management systems - preferred Oracle, API Time and Attendance, or other Time & Attendance/Staff Scheduling systems. Licensure/ Registration/ Certification: Achieved Certified Payroll Professional designation. Knowledge, Skills, and Abilities: Strong team building skills that results in keeping employees interested, engaged and feeling valued. Positive attitude and proven professional customer service skills. Advanced knowledge of payroll systems, human resource information systems Strong computer skills Strong mathematical and analytical skills Proven customer service and relationship building skills. Demonstrated knowledge of current employment laws (i.e. COBRA, ADA, HIPPA, FMLA, FLSA, ACA) with commitment to ongoing education to stay current with proposed and approved law changes Proficient in Microsoft suite of products Excellent statistics and accounting skills Strong critical thinking skills Ability to work under pressure, manage multiple projects simultaneously and meeting established deadlines is essential. PREFERRED QUALIFICATIONS: Education, Experience or Equivalent Combination: Healthcare payroll experience Experience in Service Bureau payroll environment Experience with union contract payroll administration Knowledge, Skills, and Abilities: Oracle Experience ESSENTIAL DUTIES: (50%) - Manages daily activities of time collection, payroll preparation, documentation, and disbursement of payroll checks. Establishes procedures and work schedules to ensure completion within established timelines. Responsible for data collection and data integrity of payroll and workforce management system information. Manages compliance to Collective Bargaining agreements and other agreements regarding payroll system matters. Responsible for coordination of payroll processes among various entities interfacing with payroll. Investigates all Payroll/System processing problems. Manages the more complex and technical problems and customer inquiries within the work unit. Responsible for flow of payroll system information throughout organization to meet payroll deadlines and accuracy standards. Responsible for coordination of payroll processes among various entities interfacing with payroll. Partners with various departments and employers interfacing with payroll. Provides communications to enhance the effectiveness in dealing with critical issues. Reviews the flow of work throughout the department and identifies areas to improve operational efficiencies. Maintains effective relationships with various departments including Human Resources, General Accounting, Budget, Physician Services and other departments in the organization as appropriate. Serves as a technical resource for all payroll system and workforce management interfaces along with other HealthPartners systems. Provides daily work direction regarding scheduling, time collection and payroll processing, including: Audits, prepares and electronically uploads all data collected from the time and attendance systems. Coordination of the data entry of payroll information from non-automated entities. Provides guidance and assistance to payroll and workforce management support team with response to questions from all levels of employees concerning myTime, payroll calculations, payroll deductions, rates of pay and other concerns relating to establishing compliant pay practices and policies. Manages the flow of payroll and time and attendance information throughout organization to meet established deadlines and accuracy standards. (25%) - Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward and review performance of employees. Ensures compliance to organizational and departmental policies and procedures. Manages in the development of training materials; coordinates and provides training and ensures staff is competent. (15%) - Partners with general accounting with the preparation of all weekly, quarterly, and annual tax filings. Responsible for year-end preparation of W-2's and all year-end reports and reconciliation. Keeps updated on all facets of payroll rules, Federal/State regulations, and laws. Investigates all Payroll/System processing problems. Manages the more complex and technical problems and customer inquiries within the work unit. (10%) - Coordinates the development, implementation, and maintenance of the payroll management systems. Keeps updated on all Federal and State regulations and laws. Responsible for the overall stability of the Payroll and Workforce Management systems.
