Human Capital Security Adviser SME - DHA (ONSITE)

Location: Bethesda, MD

BluePath Labs is seeking a Human Capital Security Adviser Subject Matter Expert (SME) to support the Defense Health Network (DHN) in delivering critical human resources and personnel security services. This SME will play a key role in safeguarding national security interests by managing personnel background checks, advising on classification issues, and ensuring compliance with federal HR and security policies. This position requires strong expertise in both personnel security and human resources operations and will provide advisory services to senior leaders, management officials, and HR staff.

Responsibilities:

  • Review and evaluate personnel background investigations to determine suitability and security eligibility for DHN personnel.

  • Interpret investigative materials and fingerprint results, and provide clear, well-documented recommendations for adjudication or appropriate actions.

  • Support and manage the full cycle of background checks, including SCHR, IRC, e-QIP applications, and fingerprint result interpretation.

  • Maintain and update the Personnel Investigations Processing System (PIPS) and the Security/Suitability Investigation Index (SII).

  • Provide classification and advisory services to supervisors, directors, and leadership, ensuring alignment with position classification standards and organizational requirements.

  • Analyze HR classification processes, identifying areas for improvement in efficiency, compliance, and effectiveness.

  • Advise leadership on the impact of position reclassifications or organizational restructuring.

  • Ensure HR compliance with DoD 8570, EEO regulations, and federal HR standards.

  • Utilize DCPDS to input, retrieve, and validate personnel action data and generate reports.

  • Provide expert-level support on RPAs, classification, and civilian personnel systems.

  • Develop and deliver data-driven reports and HR analytics using automation tools and database applications.

  • Support program audits, HR strategic planning, and policy implementation.

    Required Qualifications:

  • U.S. Citizenship

  • Possession of an active DoD Secret clearance.

  • Meets DoD 8570 certification requirements.

  • Minimum of 2 years' experience in Personnel Security, with specific knowledge of background investigation procedures.

  • Demonstrated knowledge of Childcare Background Check processes, SCHR checks, e-QIP, and IRC.

  • Proficiency in interpreting fingerprint results and investigative documentation.

  • Strong understanding of Federal HR and EEO policies, regulations, and practices.

  • Experience managing HR programs across broad organizational scopes.

  • Expert knowledge in position classification standards, position management, and the application of analytical methods.

  • Proficiency in office automation and HR systems such as DCPDS.

  • Excellent written and verbal communication skills with the ability to consult effectively with stakeholders.

  • Ability to perform comprehensive HR data analysis and translate findings into actionable insights.
