The Boeing Company’s International Contracts team is currently seeking an Experienced Contract Management Specialist to join their team in Berkeley, MO .

This position is within the Offset (Industrial Participation) Contracts Team responsible for managing offset contracting requirements for all Boeing Defense, Space and Security (BDS) and Boeing Global Services (BGS) programs. This position will support work scope for the global regions of Asia Pacific; Middle East; and the Europe, Israel and Americas. This is an exciting opportunity for an individual interested in working in a small, niche team that has long term experience in this field. This position requires the ability to communicate effectively, both verbally and in writing, while being sensitive to cultural norms. The right applicant will possess a high degree of analytical skills necessary to identify risk, be able to conceptualize solutions, manage and work independently while also collaborating on strategy with International Strategic Partnership (ISP) Country Managers. This position also requires the ability to engage with other functions such as Legal, International Supply Chain Management, Program Contracts, Program Management, Treasury, etc.

Position Responsibilities:

  • Research and be able to interpret/apply offset guidelines and requirements for each country as applicable

  • Analyze offset agreement terms and conditions

  • Analyze execution risk and develop mitigation strategies

  • Create clearance records and obtain all necessary approvals

  • Review Proposal Plan of Actions (PPOAs) and distribute offset proposal input sheet

  • Initiate offset estimates and provide offset cost proposals to Program Contracts

  • Prepare, negotiate, execute, interpret and administer legally binding and complex offset agreements

  • Exercise appropriate signature authority in negotiating and contracting offset agreements

  • Represent the company in external negotiations with offset authorities

  • Negotiate flow down agreements with major Government Furnished Equipment (GFE) suppliers

  • Negotiate agreements with Third Party Offset Providers

  • Submit offset reports to offset authorities

  • Maintain contracts record for all transactions

  • Coordinate and communicate with other internal functional disciplines

  • Review and update inputs to internal quarterly reporting

  • Review and update inputs to external annual report submitted to the U.S. Dept of Commerce

  • Draft Proprietary Information Agreements/Non-Disclosure Agreements (PIAs/NDAs), Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs)

  • Work with Treasury for all Financial Assurances and waivers

  • Work with Legal as required when negotiating terms and conditions and or projects for legal risks and consequences

  • Identify any business risks and communicate issue to management

This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team’s discretion and could potentially change in the future.

This position must meet export control compliance requirements. To meet export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.15 is required. “U.S. Person” includes U.S. Citizen, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s Degree or higher

  • Willing to travel domestically and internationally as needed

  • 3+ years of experience with contracts, legal, and/or procurement

  • 3+ years of experience leading or managing proposal development and negotiating commercial and/or government contracts

  • 3+ years of experience building, developing and maintaining customer relationships

  • Experience working with Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) contracts

Preferred Qualifications (Desired Skills/Experience):

  • Experience leading projects that require integration across business units and/or multiple functions

  • Experience working with geographically dispersed teams

  • Experience summarizing and negotiating complex contractual issues

  • Experience leading the development of creative solutions and coordination of contractual risk mitigation

  • Experience working in a fast-paced environment with strict deadlines

  • Ability to coordinate and communicate effectively across functions with various levels of management and external customers

  • Ability to work and manage multiple contract tasks and projects

  • Ability to work independently or as part of a team

Typical Education & Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 6 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+4 years' related work experience, 10 years' related work experience, etc.).

Pay is based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range: $78,200 - $87,500
