The Minnesota Department of Human Services (DHS) is seeking a qualified and enthusiastic individual to provide operational leadership, oversight, and direction for the Medical Services department of Direct Care and Treatment (DCT). DCT operates as a healthcare system in direct provision of care for vulnerable Minnesotans. It is the responsibility of this position, under the direction of the Chief Medical Officer for DCT (CMO) to work with many to ensure that the Medical Services department meets the objectives of ensuring excellent provision of care, operates with fiscal responsibility, and by carrying forward and managing strategic initiatives of the medical services team as well as the organization’s organized medical staff.
Key responsibilities include:
Provide operational leadership, oversight, and management for Medical Services
Provide leadership and supervision to Medical Services Department’s employees: Central Preadmissions, Transitions Team, and Credentialing Department.
Oversee the department’s quality of care and patient safety activities.
Assess financial needs for the department, prepare and manage annual budgets and expenditures and plan for future needs.
Exercise data driven oversight as to the efficiency and effectiveness of the health care network.
Plans, develops, implements, and monitors medical staff strategic initiatives and programs for effective utilization of resources.
Direct, manage and coordinate the work of staff overseeing;
Organizational development, change management and strategic planning, including the development of mission/vision, goals and strategies
Division-wide analytics and evaluation
Division-wide survey coordination and oversight
Provide direction, management, coordination, and execution of high priority, time-limited, and enterprise-wide projects

Minimum Qualifications
5 years of healthcare administration or management experience in a hospital setting.
Bachelor’s degree in healthcare administration or related field.
Certification in Professional project Management (CPPM)
AND
Experience must include:
Human resource, organization management, budget, and planning skills needed to develop and operationalize a new business infrastructure, transition in resources from different sources, and guide groups through major change processes.
Demonstration of strong business acumen, knowledge of healthcare business practices, and experience in making complex and difficult decisions
Experience with budget management and knowledge of financial and management information systems
Project management skills to achieve complex and far-reaching goals
Knowledge of healthcare reform initiatives at the national and state level
Strong written and verbal communication skills to foster effective partnerships with a variety of internal and external partners.
Demonstrated experience leading large-scale measurement and analytics initiatives.
In-depth experience with at least three of the following:
Statistics/data analysis;
Strategic planning;
Program and utilization based evaluation;
Visual analytics platform and dashboard development;
Project management
Preferred Qualifications
Master's degree in public health, healthcare administration, business administration, leadership or closely related field.
Ability to build constructive relationships with customers, peers, and subordinates.
