Amazon's Middle Mile is looking for a detail-oriented, technically skilled, innovative, hands-on, and customer-obsessed Sr. Compliance Program Manager. In this role, you will drive federal, state, and local regulatory compliance in Amazon's Middle Mile Transportation network. The ideal candidate will have demonstrated experience partnering with technical teams, managing stakeholders and customers, managing multiple priorities and deadlines, and delivering strong results. Technical knowledge and understanding are a plus. This person must have a high degree of autonomy with the ability to navigate ambiguous problems, develop solutions, and drive projects forward with minimal guidance. They must be able to think strategically, yet execute methodically to deliver to the highest standards. This person has excellent written and verbal communication skills, with the aptitude to present complex information in a clear and concise manner to varied audiences. They will have a strong entrepreneurial orientation and a desire to build things from scratch and willingness to roll up your sleeves and do whatever is necessary in a start-up like environment.

Key job responsibilities

Partner with Legal and Environmental stakeholders to define transportation regulations and discrete requirements; determine how they impact the business (transportation regulatory compliance experience or relevant regulatory experience required).

Define both long term strategy and short term plans to achieve program goals and deliver business results.

Define, prioritize and plan resources and technical requirements needed for programs to be delivered on time.

Work with external parties in order to generate program adoption and ensure a successful implementation.

Write business cases, perform supporting research and analysis, write specifications, and drive product development from design to release.

You will be required to have clear, precise, and regular communication with all stakeholders for program/product status reports as well as leadership reviews.

Drive change management and adoption of solution across Ops teams

Manage post-launch activities (user support, new feature development, etc.)

Establish KPIs (key performance indicators), identify gaps, and improve performance and adoption of program/product.

Deep dive problems or opportunity areas and propose solutions to address.

Generate new ideas to drive improvement, efficiency and automation across the transportation supply chain.

A day in the life

• CARB (California Air Resources Board) – responsible for fleet compliance with California mobile emissions regulations

  • Recurrent reporting (monthly) to CARB on asset registration for various regulations (in partnership with Environmental Assurance & Protection (EAP))

  • Recurrent reporting (monthly) to leadership on compliance status via flash, XBR, etc.

  • Weekly meetings with EAP and other STLs to report on program status, stay abreast of new CA regulations, and ad hoc reporting request from other states

  • Implement regulatory compliance program(s) with internal stakeholders as new regulations emerge; Ex: Clean Truck Check (CTC) requires semi-annual emissions testing on registered vehicles. Stakeholders include: Vendor Management to source vendors, Mx Strategy/Ops Integration to create process/SOP, and Maintenance Centralized Services (MCS) to schedule execution of inspections

  • Quarterly reporting to leadership specific to projected zero-emissions vehicle (ZEV) compliance with Advanced Clean Fleets (ACF) High Priority Fleets (HPF) for ATS (MM/LM/GM)

• DOT (Department of Transportation)/BIT (Basic Inspection of Terminals)—responsible for fleet compliance with federal DOT and CA state BIT regulations

  • Monthly reporting to leadership on compliance status

  • Partnership with MCS (execution) to improve compliance performance

  • Weekly meetings with Transportation Risk & Compliance (TRC) to report on fleet compliance and stay abreast of any fleet-wide concerns

  • Regular partnership with TOM, AFP, and MMBT teams on roadside inspection (RSI) violations, helping to bridge gap with other MMFM teams to reduce risk

Basic Qualifications

  • 5+ years of program or project management experience

  • Experience using data and metrics to determine and drive improvements

  • Experience owning program strategy, end to end delivery, and communicating results to senior leadership

  • Bachelor's degree

  • 5+ years Transportation regulatory compliance experience (eg DOT, CARB)

Preferred Qualifications

  • Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field

  • 2+ years of driving process improvements experience

  • Transportation and/or Commercial Fleet management experience

  • Experience working cross-functionally with engineering, design, product, and project management counterparts to deliver products/services

  • Strong verbal and written communication abilities: must effectively communicate with technical and non-technical people

  • Analytical and able to create sound business arguments backed up by data

  • Ability to establish and manage projects and initiatives against a set of key metrics and goals

  • Ability to lead and influence across different organizations and align diverse teams to a common goal

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $92,500/year in our lowest geographic market up to $185,000/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
