Jacobs Land Use Planner/Permitter in Bellevue, Washington
Our Northwest Ecosystem Restoration Science and Planning (ERSP) Team is seeking a Land Use Planner/Permitter to collaborate with our multidisciplinary team to integrate land use considerations into project design and implementation.
Our dynamic interdisciplinary ERSP team includes environmental planners (NEPA/SEPA), biologists, cultural resources specialists, GIS specialists, geomorphologists, arborists, landscape architects, and stream restoration design engineers who provide leadership and support for a variety of public and private sector projects. Our relationships across the company allow us to collaborate with technical specialists outside of our immediate team in nearly any area of expertise. This is an opportunity for a motivated individual to influence and provide leadership as part of the quickly growing Jacobs’ environmental practice in the Pacific Northwest. The duties of this role include project/task management, interagency/interdisciplinary coordination, public involvement, business development, and opportunities to build a team and mentor staff.
The Land Use Planner/Permitter will report to Bellevue, WA. This is a hybrid work environment and some work may be performed remotely with a part-time in-office presence (average of 2 days per week). Travel may be required for specific internal or external meetings or project needs.
Here’s what you’ll do:
• Research and interpret land use regulations and ordinances. Monitor and track regulatory changes, policy updates, and emerging trends in land use planning to ensure compliance and inform project decision-making.
• Provide technical expertise and guidance on land use, zoning, and regulatory matters to internal teams and external clients throughout the life of the project.
• Prepare and submit land use permit applications and technical submittals for water, transportation, and built environment projects.
• Conduct comprehensive land use analysis, including zoning research, site assessments, and regulatory review, to inform project feasibility and development strategies.
• Prepare land use and permit applications (e.g., variances, conditional use permits, land use development, critical areas) for compliance with local codes and regulations.
• Bachelor’s degree in Urban Planning, Regional Planning, Environmental Planning, Environmental Science, Environmental Policy, Geography, Biology, Ecology, Landscape Architecture, or related field.
• 7+ years’ experience in municipal and/or county level land use planning and permitting, with current planning experience, preferably in the greater Seattle/King County area.
• Strong knowledge of Washington state and local laws and ordinances, rules and regulations related to land use planning and permitting, and principles and practices of planning.
• Experience working with local jurisdictions in western Washington, including City of Bellevue, City of Seattle, City of Renton, City of Tacoma, King County, Snohomish County, and Pierce County.
• Familiarity with interpreting engineering design drawings, understanding construction terminologies and construction permits that are prepared by contractors.
• Excellent skills in technical writing, verbal communication and computer literacy.
• Experience in interagency/interdisciplinary coordination.
Ideally you’ll also have:
• Master’s degree in Urban Planning, Regional Planning, Environmental Planning, Environmental Science, Environmental Policy, Geography, Biology, Ecology, Landscape Architecture, or related field.
• Familiarity with the triggers, administering agencies, compliance pathways and/or application procedures, and typical conditions under environmental laws such as the Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, Clean Water Act, Rivers and Harbors Act, Coastal Zone Management Act, Migratory Bird Treaty Act, Marine Mammal Protection Act, Washington State Hydraulic Rules, and Washington Shoreline Management Act.
• Experience working with Sound Transit, Washington Department of Transportation, Federal Highway Administration, Federal Transit Authority, US Army Corps of Engineers, US Fish and Wildlife Service, Washington Department of Fish and Wildlife, Washington Department of Ecology, and area Tribes.
• Knowledge and/or experience with design-build and/or progressive design-build contract models.
• Professional certification (AICP) or eligibility for certification is preferred.
