Manages the Mosquito Control Division (MCD). Supervises and monitors work schedules and payroll for Mosquito Control Technicians. Responsible for field surveillance of mosquitoes; landing rates, breeding sites, and the appropriate mosquito control treatments. Supervises and performs corrective and preventative maintenance for the MCD equipment. Applies adulticides and larvicides as needed to control and eliminate mosquitoes. Documents daily spray and larvicide activities as required by State regulations. Inspects, identifies, treats, and documents mosquito breeding locations and the different species of mosquitoes. Services and maintains spray equipment as required by State regulations. Educates and informs citizens on the lifecycle of mosquitoes, diseases transmitted, and methods of source reduction. Works a flexible schedule during the mosquito control season.

Duties

  • Supervises full and part-time mosquito operators to include preparing and monitoring daily/weekly schedules, work duties/assignments, payroll and performs other personnel related duties including hiring, training, coaching, performance evaluations, and discipline.

  • Applies pesticides to control adult mosquitoes and eliminate breeding sites. Sprays storm drains to eliminate and control mosquitoes. Operates drone to comply with FAA and TDA requirements for dispensing pesticides. Ensures the proper transfer and mixing of chemicals and washing operations on the emptied barrels.

  • Surveys for landing rates of adult mosquitoes and mosquito breeding sites. Takes action to document, treat or eliminate the breeding site. Identifies and maps known mosquito breeding sites and potential sites using GPS instrumentation. Educates and informs the public of the health threat mosquitoes may cause and how to reduce their populations.

  • Performs daily/weekly general maintenance and calibration of the ULV (ultra-low volume) spraying units, mosquito control trucks, and cleaning of the chemical storage area and garage.

  • Assists in the preparation of MCD budgets; submits budgets to Health Department Assistant Director for approval; administers/monitors budget expenditures; prepares bid packets and solicits bids for materials/services.

  • Performs all other related duties as assigned.

Minimum Qualifications

REQUIRED:

  • Bachelor’s Degree from an accredited college or institution in Public Health, Science, Biology, Entomology, Business, or a related field.

  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).

  • Two years of related experience to include ULV sprayers, control systems, and safe handling of pesticides.

  • Current Texas Department of Agriculture “Non-Commercial Political Subdivision Pesticide Applicator License” Category 12 Vector Control, or must be obtained within 3 months of date in position.

  • Valid Part 107 FAA UAS drone license and understanding of Part 137 for exemption status for aerial application of pesticide usage for drones greater than 55lbs, or must be obtained within 12 months of date in position.

  • Demonstrated prior supervisory experience.

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

PREFERRED:

  • Knowledge of the Baytown area.

  • Registered Sanitarian in the State of Texas.

Knowledge, Skills and Abilities

Mechanical aptitude; working knowledge of Ultra-low volume (ULV) sprayers, small engines, ATV equipment, and the safe use of pesticides. Ability to communicate effectively both orally and in writing. Ability to motivate and to supervise employees and contractors. Ability to work with citizens/property owners to resolve difficult, sensitive conflicts involving citizens, property owners, contractors, and elected officials. Ability to effectively analyze, interpret, and implement new and existing complex State and local regulations and programs. Ability to get along appropriately with co-workers and the public.

Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
