County of Pamlico Driver/Recycling Handler in Bayboro, North Carolina

GENERAL STATEMENT OF JOB

Under general supervision, performs technical work in implementing the field operations of the County recycling program. Work involves driving to make daily pickups of recyclable materials, hauling materials to the recycling center, sorting, and processing the various materials, and delivering recyclable materials to various markets. Employee is also responsible for routine maintenance of the machinery and equipment used in the operation of the recycling center. The employee is subject to the usual hazards of solid waste collections work including exposure to hazardous materials and machinery. Reports to the Recycling Field Operations Supervisor.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

  • Drives a roll off truck to pick up, secure and haul recycling boxes to designated locations around the County, performs pre-trip inspections of the truck to ensure it is in working order, delivers recycling boxes to camps, schools, and designated locations for paper drives, picks up recycling boxes to be taken to the recycling center.
  • Operates and assists with the maintenance of roll off boxes, forklifts, dump trucks, pickup trucks, mows grass on the property, performs any carpentry work that needs to be done.
  • Helps educate the public about what can be recycled, what cannot, and where to put recyclable materials.

ADDITONAL JOB FUNCTIONS

  • Performs various duties associated with the landfill, organizes battery piles, and performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE

  • Graduation from high school and some experience using a forklift, using heavy machinery, and driving industrial trucks, or an equivalent combination of training and or experience which provides the required knowledge, skills, and abilities.

SPECIAL REQUIREMENTS

  • REQUIRED: Possession of a valid class B North Carolina Commercial Driver's License.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

  • Physical Requirements: Must be physically able to operate a variety of machinery and equipment including forklifts, dump trucks, front-end loaders, hand tools, shovels, rakes, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Physical demand requirements are consistent with those for Heavy Work.
  • Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics(whether similar or divergent from obvious standards) of data, people, or things.
  • Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments, or directions from superiors.
  • Language Ability: Requires the ability to read a variety of reports and records, invoices, checks, weight tickets, etc. Requires the ability to prepare travel logs, fuel sheets, bale lists, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people and groups of people with poise, voice control and confidence.
  • Intelligence: Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form, to deal with problems involving several concrete variables in or from standardized situations.
  • Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures. Must be able to communicate effectively and efficiently in Standard English.
  • Numerical Aptitude: Requires the ability to utilize mathematical formulas, to add and subtract, multiply and divide, utilize decimals and percentages.
  • Form/Spatial Aptitude: Requires the ability to inspect i ems for proper length, width, and shape.
  • Motor Coordination: Requires the ability coordinate hands and eyes rapidly and accurately in using hand tools and/or equipment.
  • Manual Dexterity: Requires the ability to handle a variety of items such as hand tools. Must have minimal levels of eye/hand/foot coordination.
  • Color Discrimination: Requires the ability to differentiate between colors and shades of color.
  • Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with individuals acting under stress.
  • Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.

KNOWLEDGE, SKILLS, AND ABILITIES

Considerable knowledge of recycling techniques and methods used in the County recycling program.

Considerable knowledge of the occupational hazards and the proper safety precautions involved in driving very heavy trucks, using recycling equipment and performing related .work.

Considerable knowledge of the County rules, policies and procedures that apply to operating a comprehensive recycling program.
