The Division of Administration/Office of Statewide Reporting and Accounting Policy has a vacancy. This job title has an assigned pay grade of AS-619.
This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Minimum Qualifications
MINIMUM QUALIFICATIONS:A baccalaureate degree with twenty-four semester hours in accounting plus three years of professional level experience in accounting or financial auditing.
SUBSTITUTIONS:A CPA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the required experience.
A master's degree in accounting, business administration, finance, management, economics, quantitative methods or public administration will substitute for one year of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.

Supervises a Statewide Fiscal Management subprogram in the Division of Administration, such as: fund reporting/note disclosure, ACFR development, accounts receivable/cost allocation, revenues/expenditures/debt, system maintenance, transaction processing, policy/help, payment processing, and systems reporting and design.
Develops and revises statewide accounting procedures.
Confers with management, executive and fiscal personnel in agencies to resolve highly complex problems, provide technical assistance, and to recommend alternatives in operations.
Prepares the most complex fund statements, such as the General Fund and Bond Security and Redemption Funds under the governmental fund types, for the Annual Comprehensive Financial Report.
Prepares statewide year-end close and annual report procedures.
Assesses the training needs of agency and in-house personnel.
Develops and generates special automated reports for state agencies and public use.
Serves as project leader to convert large and complex agency accounting systems to the statewide centralized automated accounting system.
Researches state-of-the-art governmental accounting techniques through professional literature and correspondence with external governmental entities.
Prepares and participates in the negotiation of the Cash Management Improvement Act (CMIA) agreement between the State of Louisiana and the United States Department of the Treasury.
Prepares annually a CMIA report on interest liability to the federal government.
Serves as the appropriation control officer for the Division of Administration.
Develops and maintains an office website on the internet and serves as the liaison between the office and the Data Commission.
Directs and participates in special fiscal management projects as assigned.
Monitor the effects of policy and procedure changes on accounting subsystems.
Evaluate system processes to detect conflicts with policy and recommend correctional action to management, state agency and other control personnel.
